The San Mateo County Probation Department is seeking a well-qualified individual for the position of Senior Information Technology Analyst.
Under the direction of the Information Technology Manager, the Senior Information Technology Analyst (SITA) is responsible for providing analytical and technical support for the design, development, implementation, maintenance and enhancements of Probation’s hardware, software applications, and IT infrastructure. The SITA will also support the user community of approximately 300 Probation staff by analyzing end-user technical issues and requirements to identify new hardware/software solutions and future needs. This includes research and evaluation of specific hardware, operating systems, software applications, databases, monitoring tools and vendor packages.
The Senior Information Technology Analyst may also participate in activities related to basic project management, including participation in RFI and RFP processes, facilitating and coordinating various meetings, gathering and analyzing information, and validating requirements against technical deliverables to ensure project goals are met on time, within budget, and with sufficient quality. Additionally, they may be involved in technical aspects of application development and maintenance, such as data migration and database table maintenance. The Analyst will also play a key role in developing and updating run books, business processes, policy documentation, and training materials for all supported hardware and software. This position is responsible for overseeing the work of other Information Technology Analysts and/or Technicians in a lead capacity and performing routine technology and end-user support activities.
This is a hands-on position, and the Senior Information Technology Analyst will become familiar with all aspects of the Probation Department and associated criminal justice operations. The role requires building strong working relationships with all levels of Probation, including executives, management and line staff in order to coordinate the efforts of department resources. This position reports directly to the IT Manager at the Youth Services Center.
The ideal candidate will have:
Ability to participate in user and work groups to identify operational and departmental needs, assess impacts of programmatic or regulatory changes affecting application requirements and other related issues, and collaborate with vendors on associated application requirements.
Ability to administer County policies and procedures to ensure security and integrity of all departmental databases, including disaster recovery.
Ability to review and evaluate the design of programs and databases to ensure storage, security, selection and retrieval of information is logical, orderly, user friendly, and efficiently supportable.
Ability to create, update and modify production and other reports utilizing specific combinations of database information.
The Senior Technology Analyst will be responsible for: Business Support Duties
Reviewing and submitting user access forms, and performing system administration functions such as monitoring applications, adding/deleting users, modifying profiles, and resetting passwords.
Receiving requests for assistance related to hardware or software, determining severity and priority levels, resolving issues or referring them to appropriate personnel, documenting root causes, and developing prevention and mitigation strategies.
Routine updates and administration of Probation intranet sites (WordPress, SharePoint).
Developing and maintaining/updating hardware and software inventory (e.g., department-issued phones, MiFi devices, laptops, software applications, licenses).
Picking up and delivering various hardware/software to and from different Probation offices and ISD locations.
Assisting with uninstalling/installing hardware and software with ISD.
Updating/maintaining administrative-level access to Probation resources in MS Outlook, Active Directory, etc.
Assisting in creating cheat sheets, manuals, and guides for end users and facilitating as-needed trainings via in-classroom sessions, meeting presentations, or WebEx/Skype demos.
Assisting in developing and updating the Probation IT Unit run book.
Assisting in testing new hardware/software releases and configurations and managing their release to users.
Occasionally responding after hours to 24/7 Probation facilities for tier-one end-user support or security system outages (routing to contracted vendor).
Taking on various roles and responsibilities in Probation IT projects as needed.
Performing other daily operations tasks as needed.
Technical Support Duties
Administering system utilities and monitoring software to assess system performance and resource consumption for capacity and budget planning, ensuring robust system and application performance.
Evaluating and testing systems for installation, configuration, maintenance, issue triage, and resolution.
Installing new equipment or guiding vendors; acting as a liaison between users and vendors to ensure appropriate planning, scheduling, and coordination of maintenance and acceptance testing activities.
Qualifications
County Status:Only current County of San Mateo employees in the San Mateo County Probation Department with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term positions prior to the final filing date may apply. Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is: Education: Graduation from a four-year college or equivalent technical certification with coursework in computer science, information systems or closely related field.
