The State Highway Administration’s (SHA) Office of Traffic and Safety is seeking to fill an executive service position for a Division Chief,Traffic Operations (Administrator VII) in Anne Arundel County. Nature of Work: This position serves as the Division Chief of the Traffic Operations Division (TOD) in the Office of Traffic and Safety (OOTS). This position will provide leadership and direction in the areas of roadway sign fabrication, traffic signal operations, sign/signal maintenance and repair, procurement of sign/signal equipment, and construction of traffic control devices. This position will be responsible for oversight of Architecture and Engineering contracts, areawide and single-ad construction contracts, maintenance contracts, labor contracts, service contracts, and commodity contracts. These duties include, but are not limited to, developing and implementing procedures to ensure on-time construction project delivery, fiscal accountability, asset management, customer service, quality of work, and compliance with established standards, policies, rules, and regulations. The candidate must be able to efficiently and effectively self-direct, be self-accountable and transparent. The Division Chief must be able to work with a wide range of personnel of varying levels of expertise, including maintenance, construction, technical, administrative, and professional staff. Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative staff or professional work.Six (6) years of this experience must have involved transportation engineering, transportation construction, and/or maintenance/operations of traffic control devices. Three (3) years must include formal supervisory experience of engineering and/or operations/maintenance staff, and two (2) years of experience managing consultants.
The ideal candidate will possess the following:
A bachelor's degree in engineering from an accredited college or university.
A Maryland Professional Engineer (PE) license.
Proficiency in construction project management and construction contract administration including plan and specifications interpretation, budgeting, scheduling, and change order preparation.
Experience with traffic control devices operation/maintenance, and knowledge of traffic control devices federal/state regulations, policies, standards, and guidelines
Experience maintaining budgets and cash flows.
Understanding of the Maryland Department of Transportation Service Human Resources (TSHRS) policy
Excellent leadership, organizational, and interpersonal skills
Excellent written and verbal communication skills
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Licenses & Certifications
Candidate must possess a driver's license valid in the state of Maryland.
