Job Description:
The Strategy and Policy Department seeks an Intel Budget Formulation Expert for our support to the Office of Economic Security and emerging Technology (OESET) which involves providing expert resource advice to the sponsor in the planning and oversight of the OESET’s budget formulation and execution, determining mission requirements, proposing allocation of resources between competing demands, and working with senior intelligence officials to make sure critical mission requirements are funded and properly executed. The sponsor requires trusted agents to perform budget and resource analysis and provide unbiased and independent recommendations for programming resources to achieve plan objectives.
Basic Qualifications:
- Active TS/SCI with Polygraph
- Due to the lengthy clearance process and our urgent need, candidates without an existing TS/SCI clearance with polygraph cannot be considered for this opening.
- Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience
- Deliver analysis results and recommendations within these products: Congressional Budget Justification documents and supporting analyses, Acquisition planning, Budget execution and trend reporting/analyses, Contract analyses, Contract documentation, Contract competition, Contractor Resource analyses, Policy analyses, and Programmatic budget support and analyses.
- Provide analysis and assessment of technical and programmatic baselines to ensure closure with directorate needs/requirements implementation.
- Performance of programmatic risk assessments and the development of mitigation recommendations.
- The assessment of policy changes and/or technology insertion on the current program baselines (technical and programmatic).
- Review and understand budget exhibits.
- Leverage existing IT systems to collect, monitor, and analyze current budget allocations.
- Provide clear, concise, and unbiased recommendations in support of the Office of Economic Security and emerging Technology (OESET)
- Provide Acquisition planning and support the generation of acquisition artifacts.
- This position has an on-site requirement of 5 days a week on-site
Preferred Qualifications:
- Degree in Finance, Applied Mathematics/Statistics, or related field
- Demonstrated experience and capability to advise on all aspects of the federal acquisition life cycle to implement and adopt innovative acquisition solutions.
- Experience with the Congressional Budget Justification Book (CBJB), the National Intelligence Programs (NIP), or Military Intelligence Programs (MIP)
- 2+ years of experience with government budget systems and processes
- Proficiency in Excel and Tableau
