Education/Training/Experience:
Equivalent to completion of the twelfth (12th) grade, supplemented by college level coursework in water science or a related field.
Certification may be substituted for experience consistent with the California State Water Resources Control Board certification requirements for Water Treatment or Water Distribution Operators.
Water Operator I:
Experience working in water distribution and/or treatment plant operations involving potable water production, treatment, storage, and transmission, or a related field is desired.
Possession of, or successful acquisition within 12 months of appointment, a valid Grade D2 Water Distribution Operator Certificate, to be maintained throughout employment.
Possession of, or successful acquisition within 12 months of appointment, a valid Grade T1 Water Treatment Operator Certificate, to be maintained throughout employment.
Water Operator II:
One (1) year of experience working in water distribution and/or treatment plant operations involving potable water production, treatment, with direct filtration, Ion exchange, Granular Activated Carbon, Desalination operations, storage, transmission, and/or blending.
Possession of a valid Grade D2 Water Distribution Operator Certificate upon appointment.
Possession of a valid Grade T1 Water Treatment Operator Certificate upon appointment.
Possession of, or successful acquisition within 12 months of appointment a valid Grade D3 Water Distribution Operator Certificate, to be maintained throughout employment.
Possession of, or successful acquisition within 12 months of appointment, a valid Grade T2 Water Treatment Operator Certificate, to be maintained throughout employment.
Water Operator III:
Two (2) year of increasingly responsible experience working in water distribution and/or treatment plant operations involving potable water production, treatment, with direct filtration, Ion exchange, Granular Activated Carbon, Desalination operations, storage, transmission, and/or blending.
Possession of a valid Grade D3 Water Distribution Operator Certificate upon appointment, to be maintained throughout employment.
Possession of, or successful acquisition within 18 months of appointment, a valid Grade T3 Water Treatment Operator Certificate, to be maintained throughout employment once acquired.
Skills/Abilities
Operational principles, practices, methods, functions, and servicing requirements of the equipment of a potable water treatment plant and distribution facilities.
Operational principles of pumps, valves, electric motors, diesel engines, and electronic, computerized, and manual control systems.
Conventional water treatment, direct water treatment, reverse osmosis, ion exchange, wells, boosters, storage tanks, flushing, residuals, and related equipment and equipment calibrations.
Supervisory control and data acquisition systems (SCADA).
Current practices and procedures in chemical, bacteriological, and biological analysis, and water chemistry analysis.
Applicable federal, state, and local laws, rules, regulations, ordinances, and organizational policies and procedures regarding the production, treatment, storage, and transmission of potable water, including the Safe Drinking Act and relevant EPA regulations.
Provide a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
