Functions as the operations supervisor and administrator, ensuring and overseeing that personnel, apparatus, equipment, and facilities are maintained in appropriate readiness and fully prepared to respond to a variety of aquatic and land-based emergency calls for service.
Supervises full-time and seasonal part-time employees to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination, and disciplinary recommendations.
Provides ongoing marine safety administration and leadership for regular full-time and seasonal part-time staff.
Assumes command functions, as needed, of the Incident Command System (ICS) in the absence of higher-ranking officers.
Performs safety interventions and/or effects rescues in the surf, open ocean, river/stream, under water, and on beaches, cliffs, or roadways, which includes: determining if intervention is required; making rescues; routing victims to secure locations; determining if back-up is required; administering medical aid; and, performing other related tasks.
Performs preventative actions, such as safety warnings, beach and access closures, patrols, and maintenance of rescue equipment; monitors weather conditions (i.e. tidal, storm, flooding, heavy surf, etc.); monitors coastal and beach environment for hazards; removes hazards; maintains beach towers.
Plans, organizes, implements, and controls daily lifeguard operations; delegates essential duties to ensure public safety.
Responds to requests for information from the general public and media; enforces beach regulations; facilitates educational sessions related to beach and ocean safety issues; advises the public of codes, laws, rules, and regulations.
Assists in development, implementation, and monitoring of contracts with service vendors.
Oversees or prepares staff schedules, strategically locating lifeguards using best practices for marine safety beach coverage.
Assists Marine Safety Captain in planning and development of towers, stations, headquarters, and other related Lifeguard facilities.
Operates, cleans and maintains a variety of equipment and or vehicles, including but not limited to: trucks/UTVs, rescue watercraft/vessels, radios, phones, and or dispatch equipment.
Creates and prepares a variety of reports, logs, and other related documentation; prepares logbooks, reports, and statistics related to daily, weekly, monthly, and annual activities.
Ensures that marine safety staffing dons appropriate personal protective equipment while training and performing emergency or safety interventions.
Assumes responsibility for authorized purchases of equipment and supplies for the department. Assists the Marine Safety Captain in the annual operating budget preparation; authorizes and makes purchases of equipment and supplies for the Division; and monitors expenditures.
Drives and operates vessels and four-wheel drive emergency vehicles to patrol and respond to water and other emergencies; works in conjunction with various search and rescue groups; supervises, assists with, or performs swimming, repelling, paddling, and water lifesaving operations to complete water and cliff rescues; performs SCUBA under water recovery; supervises, assists with, or performs EMT medical aid or CPR as required.
The Marine Safety Lieutenant oversees and verifies the accuracy of time logs and bi-weekly timecards, and then submitting them to the Marine Safety Captain. Lieutenant ensures they are submitted to payroll on time. Additionally, the Lieutenant will ensure the original time logs are filed for future reference.
Assists the Marine Safety Captain in overseeing the direction and coordination of the Encinitas Junior Lifeguard program.
Performs other duties of a similar nature or level.

Beach operations and coverage principles;
Occupational hazards and standard safety practices;
Principles and procedures of recordkeeping and reporting writing;
Lifeguard equipment;
Principles and practices of modern office procedures, methods including use of computer equipment and applicable software.

Enforcing applicable laws, codes, and regulations;
Administering medical aid, CPR, and AED;
Using equipment used in ocean rescue and medical aid situations;
Maintaining and cleaning equipment;
Planning, organizing, and implementing Incident Command System;
Responding to requests and inquiries from the general public;
Maintaining composure in emergency situations;
Observing beaches for potential safety hazards;
Performing water and diving rescues and recovery;
Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Minimum Qualifications
Training and Experience(position requirements at entry): Possession of an Associates of Arts (AA) or Associate of Science (AS) degree from an accredited college or university, or 60 units toward the completion of a bachelor’s degree; and five years of experience including two years of supervisor responsibility, or two years’ experience as a Marine Safety Sergeant with the City of Encinitas; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
B.A./B.S. degree (or higher) from an accredited college or university is highly desirable.
Licensing Requirements(position requirements at entry):
Valid California Driver’s License;
City of Encinitas Lifeguard Academy Training, or equivalent completion of a Lifeguard Academy meeting the advanced guidelines for open water lifeguard training and standards of the United States Lifesaving Association (USLA);
Current Cardiopulmonary Resuscitation Certification (CPR) (American Heart Association “BLS Provider,” or American Red Cross “CPR for the Professional Rescuer”) or equivalent;
Current Emergency Medical Technician-B (EMT-B) License with the State of California. Candidate must be able to obtain EMT-B accreditation with the County of San Diego EMS Office by the time of appointment;
River Flood Rescue Technician (CA State Fire Training) Certification or equivalent;
PADI Open Water Diver Certification or equivalent;
Possession of or ability to obtain within one year of appointment, Rope Rescue Awareness / Operations (CA State Fire Training) or equivalent;
Beach Driving Certificate/Lifeguard Vehicle Operations or equivalent;
Rescue Watercraft Operator certificate or equivalent and California Boater Safety Card;
FEMA IS-100, Introduction to the Incident Command System (ICS) Certification;
FEMA IS-200, Basic Incident Command Systems (ICS) Certification;
Possession of or ability to obtain within one year of appointment, Rope Rescue Technician Certification or equivalent;
Possession of or ability to obtain within one year of appointment, Penal Code 832 Certification.
Highly Desirable Certifications:
Valid County of San Diego Paramedic (EMT-P) License
Possession of or ability to obtain within one year of appointment, certification in the California State Fire Training Instructor I and Instructor II, or certification in Training Instructor 1A and 1B.
