The Position
The Principal Engineer position in Land Development works under the general administrative direction of the Engineering Director and is responsible for supervising staff and managing the assigned engineering divisions and programs, including private development review, private development inspection and counter services.
Examples of Important & Essential Duties (included but not limited to)
Review and process development projects for discretionary approval, applying engineering principles to assure project compliance with city engineering standards and the Encinitas Municipal Code.
Review plans, maps, permits, legal descriptions, easements and specifications of development projects and encroachment permit applications.
Interpret, review, and analyze complex development projects for accuracy, suitability, completeness and compliance with city standards and procedures.
Develop and submit conditions of approval.
Work with private developers and engineers to interpret city policies and ordinance requirements, review plans, and coordinate the work involved in processing privately sponsored residential, commercial, and industrial projects.
Review and approve technical studies for land development projects and transportation and operations planning.
Participates in the development and implementation of goals, objectives, policies, and priorities for assigned service areas, programs, and operations; recommends and administers policies and procedures.
Oversees and administers daily operations of Capital Improvement Projects and assigned areas in compliance with guidelines, requirements, and regulations; oversees the submittal of required reports.
General Duties
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within division and departmental policy, appropriate service and staffing levels.
Plans, directs, coordinates, and evaluates the work plan for assigned staff; prioritizes and assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
Supervises, motivates, and evaluates assigned personnel; provides and/or oversees the coordination of staff training; works with employees to correct deficiencies; makes disciplinary and termination recommendations.
Plans and manages the administration of various proceedings for funding the design and construction of public works facilities using State Gas Tax, TransNet funds, development impact fees, Transportation Improvement Project funds, and other funding sources.
Participates in the development and administration of assigned departmental, division and/or project budgets; monitors and approves expenditures; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; and recommends budget adjustments.
Oversees safety programs for assigned sections and work groups; assists with action planning for safety programs; and responds to workers' compensation issues.
Provides highly responsible staff assistance to the City Engineer.
Conducts and/or assigns a variety of organizational and operational studies; recommends modifications to assigned engineering programs, policies, and procedures as appropriate.
Serves as the liaison for assigned sections, work groups, and/or service areas to other departments, divisions, sections, and outside agencies; negotiates and resolves sensitive and controversial issues.
Responds to and resolves citizen complaints as needed; investigates and analyzes related complex issues.
Manages and administers contracts for assigned projects, which includes: establishing guidelines, verifying funding, establishing timelines, and performing other related activities.
Represents the Department, City, and/or Division by attending meetings, public events, and speaking engagements; conducts and attends staff meetings, committee meetings, and/or other related meetings.
Attends City Council Meetings as primary staff representative or as presenting staff member, prepares and presents reports for the City Council and or various Commissions.
The ideal candidate will be a collaborative, team player with excellent interpersonal skills and the ability to develop positive work relationships with staff, peers, the community and regional agencies involved in projects that impact the City. The ideal candidate will engage in mentorship, staff development and training efforts and have the ability to create and foster a positive work environment to enhance the division's organizational capacity. The ability to effectively communicate both verbally and in writing to all constituents is required.
The ideal candidate must have experience with all facets of the contracting process from requests for proposals (RFPs) through to the management and oversight phases. The ideal candidate must be a "hands on", multitasking manager, who can ensure accountability and oversight over multiple projects. The ideal candidate processes strong technical and project management skills, and has strong financial acumen to ensure that projects remain on budget. Strong technical and analytical abilities, combined with exceptional project management skills are essential in this role.
Minimum Qualifications
Education and Experience: The Principal Engineer will have a background that includes five or more years of experience as a Professional Engineer in Civil or Traffic engineering, plus two years of supervisory experience. A Bachelor's degree in Civil Engineering is required and a Master's is highly desired.
Licensing:
Professional Engineering (P.E.) License (Civil) in the State of California is required.
A Licensed Land Surveyor Certificate issued by the State of California Board of Professional Engineers, Land Surveyors and Geologists or a qualifying license as a Civil Engineer issued prior to 1982 is highly desirable.
