The National Security Department (N912) within MITRE’s Intelligence Center has the responsibility to deliver a cross-organizational set of projects for the MITRE Intelligence Center. We provide cybersecurity and SIGINT expertise to ensure the resilience and survivability of DoD, IC infrastructure, and National Security Systems (NSS) in the face of adversary threats. Our mission is to enable a cybersecurity posture that promotes protection and prevention of actions taken to compromise mission critical devices, services, platforms, products, and software of interest to the U.S. and its allies. Our highly agile team provides support across sponsors using knowledge and skills such as cybersecurity engineering, applied research and development, reverse engineering, software engineering, systems engineering and integration, offensive and defensive cyber operations, advanced cyber threats, adversary methodologies, cyber threat intelligence analysis, and technology analysis and assessments.
Roles & Responsibilities:
The Department Chief Engineer is responsible for is responsible for the delivery of high quality, high impact work for our sponsors, drive innovative solutions, develop Department talent, and provide thought leadership as part of the Department leadership team. In addition to accountabilities associated with leading the technical development of our department and our work program, the CE is responsible to deliver high value/high impact outcomes within a diverse Division/Department direct work program; specific project assignments may require work at the Sponsor locations in the Annapolis Junction/Ft. Meade area. Highly competitive candidates will bring an exceptionally strong and broad technical background, including demonstrated expertise and technical leadership experience in one or more of the primary areas through which we deliver expertise in: technical intelligence systems, processes, and methods; strategic intelligence programs and capabilities; enterprise IT networks, systems and applications; enterprise level acquisition and program management.
The selected candidate will serve as an integral member of the Department Leadership Team (DLT) and will be expected to work in partnership with other department and division leaders to guide our technical direction, ensure quality and impact of current direct work, shape the future of our work program, and support the growth of our workforce. The CE must be able to balance department management and technical leadership responsibilities with direct work program commitments with a typical allocation of 10- 20% coverage for CE responsibilities.
Basic Qualifications:
- Current TS/SCI with CI Polygraph clearance.
- Due to the lengthy clearance process, candidates without an existing TS/SCI clearance with CI polygraph cannot be considered for this opening.
- Requires minimum of: 12 years experience with a Bachelor’s degree; 10 years experience with a Master’s degree; 7 years experience with a Ph.D.; or an equivalent combination of related education and work experience.
- Demonstrated technical depth and leadership in fields applicable to Joint Cyber Operations.
- Understanding of DoD, Combatant Command, Service Component, and Combat Support Agencies organizational constructs, priorities, and missions.
- Proven ability to lead, nurture, and support technical talent development for our staff and teams;
- A consistent track record of success in developing strategic relationships with senior leaders and sponsors – and converting those relationships into impactful outcomes on major initiatives, technical challenges, and priorities;
- Ability to decompose and translate complex programs and concepts and make them accessible for diverse consumers (engineers, operators, analysts, program managers, executive leaders; government staff, contractors, and partners; etc.);
- Ability to assemble, integrate, and synthesize disparate elements or activities to explain how they contribute to support for a strategic mission objective or outcome.
- Experience translating operational mission needs into acquisition, technical, and programmatic requirements.
- Excellent critical and strategic thinking abilities, as well as written and verbal communication skills.
- Ability to create win-win solutions with a positive “make it happen” attitude.
- This position requires a minimum of 4 days a week on-site.
Preferred Qualifications:
- Active TS/SCI with Full Scope Polygraph clearance.
- Advanced degree (MS/PhD) in engineering, science, mathematics, computer science, engineering management, or other related field;
- Deep knowledge in one or more of the following areas: cryptographic systems, reverse engineering, 5G, cyber threat intelligence, advanced persistent threats, systems engineering, computer science concepts, cybersecurity engineering, space systems.
- Demonstrated experience with all aspects of project leadership such as work shaping, staff planning and selection, recruiting, mentoring, budgeting, and reporting.
- Experience working with the National Security Agency, Intelligence Community, and across The MITRE Corporation.
