DEFINITION:
Under direction, directs, coordinates, and supervises the activities and operations of the facilities maintenance operations, including facility and grounds repair, construction, maintenance, and upkeep on City-owned buildings, such as City Hall, the Community Center, the Senior Center, the Depot, the Main Library, the Police Department, Civic Center, Senior Center, City Yard, and other City-owned buildings. Implements maintenance policies and procedures; supervises contracted services such as janitorial, floor and carpet cleaning, parking lot sweeping, and air conditioning repairs; outlines, assigns, and determines work projects; ensures safe work practices; performs other related duties as required.
DISTINGUISHING CHARACTERISTICS:
The Civic Center Maintenance Supervisor is the supervisory class assigned to manage the daily operations of a major Facilities Maintenance Division. Positions within this class serve as supervisor for all facility related construction and maintenance projects, inspecting, evaluating, and approving completion of assignments by facility maintenance work crews.
SUPERVISION RECEIVED/EXERCISED:
Receives direction from the Public Works Manager. Exercises direct and indirect supervision over assigned staff.
Examples of Duties
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
Supervises, inspects, and assists work crews engaged in the assigned maintenance activities, including the construction and maintenance of City-owned buildings.
Participates in the development and implementation of goals, objectives, policies, and procedures; evaluates work methods and procedures for improving Division performance and meeting goals; ensures that goals are achieved; forecasts the needs and resources of the Facilities Division; assists in assessing current and long-range goals and objectives.
Participates in the selection and training of Facilities Division personnel; assumes responsibility for motivating and evaluating assigned personnel; provides or arranges for necessary training; initiates discipline procedures as is appropriate.
Participates in the development of the Facilities Division budget; prepares reports; monitors Division budget on a weekly basis; determines products, materials, and equipment to be used in building and equipment maintenance; may interact with sales representatives; prepares purchase orders; maintains inventories such that adequate materials, supplies, and tools are available; keeps records of time, materials, supplies, equipment, and work performed.
Supervises and participates in building and equipment maintenance services; inspects work performed to ensure compliance with established procedures; oversees the janitorial cleaning of City-owned buildings; oversees the air conditioning repairs, elevator maintenance and repairs, and parking lot sweeping performed by contractors.
Assigns work to subordinates providing instructions and answering questions; coordinates the scheduling and completion of projects by determining operational priorities and resolving work load problems; evaluates work techniques for conformance to established work standards, and alters methods and procedures as necessary to achieve objectives.
Coordinates construction and maintenance work with other departments; provides assistance to other City staff with maintenance activities.
Plans and assigns work for personnel; trains new employees as required; prepares performance evaluations of assigned personnel; and recommends disciplinary action as necessary.
Establishes positive working relationships with representatives of community organizations, State/local agencies, City management and staff, and the public.
OTHER DUTIES: (include but are not limited to the following)
May alter work methods to improve effectiveness and efficiency; estimates costs of repairs, and makes recommendations regarding equipment replacement.
Answers emergency calls from the public and other agencies taking appropriate action.
May be exposed to confidential and privileged information during the course of duties, which should be maintained as such.
Performs other related duties as required.
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry, and push tools, equipment, and supplies weighing 50 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold. The incumbent may use cleaning and lubricating chemicals, which may expose the employee to fumes or airborne particles, and the incumbents may be exposed to mechanical and electrical hazards. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, and often work with constant interruptions. The incumbent may be required to respond to after hours emergency call-outs and perform routine standby duties.

Typical Qualifications
QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)
Education and/or Experience:
Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Facilities Maintenance Supervisor. A typical way of obtaining the required qualifications is to possess the equivalent of four years of increasingly responsible experience in facilities maintenance and repair work, including two years in a lead supervisory capacity, and a high school diploma or equivalent.
License/Certificate:
Possession of, or ability to obtain, a valid Class B California driver's license. Must maintain DL 51A health certification and possession of California endorsements required to operate applicable City vehicles and/or equipment.
KNOWLEDGE/ABILITIES/SKILLS: (The following are a representative sample of the KAS's necessary to perform essential duties of the position.)

Materials, tools, and methods used in general building repair and maintenance; safe work practices and the use and care of hand and/or power tools; principles and practices of supervision; applicable Federal, State, and local laws, codes, and regulations; methods and techniques of scheduling work assignments; modern office procedures, practices, methods, and equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation; proper English, spelling, and grammar; and occupational hazards and standard safety practices.
Ability to:
Supervise and direct the operations and activities of the Facilities Division; plan, organize, and direct the work of subordinate staff in facilities maintenance activities; inspect projects and determine the adequacy of work performed; perform light and finish carpentry, plumbing, electrical, painting, and mechanical repair work; supervise, train, motivate, and evaluate assigned staff; interpret, explain, and apply applicable laws, codes, and regulations; read, interpret, and record data accurately; organize, prioritize, and follow up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships.
Skill to:
Safely and effectively operate a variety of equipment, including power and hand tools in the repair and construction of facilities.
Supplemental Information
Medical: Applicants will be required as a prerequisite to employment to successfully pass a physical examination, including a drug screen, the cost of which will be paid by the City.
Selection/Exam Process: The person selected will be expected to perform all the functions of the position. Based on a review of the applications and the supplemental applications received, the candidates appearing to be the most qualified and meeting the City's particular needs will be invited in writing to the exam process. A candidate must achieve a passing score on each exam to proceed to the next exam.
