The overall function of this position is to serve as a lead worker over the Department's Contract Maintenance program and to assist with program management duties, safety initiatives, special assignments, and the management of the Department's Maintenance Management Systems. This position is located in Section 42/Gang 007 of the Department of Transportation and Development and reports directly to the Engineer 6. The incumbent must be self-motivated and be able to perform duties without supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training Programs and attend all continuing education classes and conferences deemed necessary to facilitate performance of required tasks.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
Examples of Work
40% Serves as a lead worker over the Department's Contract Maintenance program on a statewide level, which has an approximate annual budget of $26 million. Compiles historical budget data to help establish and monitor the funding limits for each of the nine DOTD districts and various statewide projects. Reviews and approves updates to proposal and agreement templates used statewide. Manages the preparation of specialized proposal packages for contract maintenance projects, and coordinates plan and specification preparation for project bidding and advertisement. Tracks the requests for funding for unforeseen and emergency situations. Works with other HQ sections and district personnel to bid and award projects that fall within Letter Bid criteria.
15% Assists other Maintenance units with special projects and tasks. This may include preparation, advertisement and award of projects or assisting the Equipment section. Updates may be required due to changes in the Louisiana Standard Specifications for Roads and Bridges, industry standards, and/or testing methods. Updates may also be needed due to changes in equipment or policies within DOTD.
10% Assists in the establishment and updating of Material Specifications for use in maintenance activities. This task involves coordination with the Procurement section, Materials Lab, and DOTD districts.
10% Assists the Engineer 6 with duties as safety liaison for Section 42 and the Office of Operations, Program Management of projects utilizing the Miscellaneous Operations Repair Fund (MORF) and declared emergency projects, and other special assignments.
10% Serves as backup to the Engineer 6 in their role as the Department's Roadway Damages Assessment Team Coordinator. The mission of the Department's Damage Assessment Team (DAT) is to perform and deliver timely, accurate engineering damage assessment reports, cost estimates, and summaries of the State transportation infrastructure components and facilities, in order to expedite recovery efforts and provide Position Description SCS will keep this document for six (6) years. Page 2 of 3 for cost recovery/reimbursement. The Roadway DAT Coordinator, coordinates with District Points of Contact, FHW A/FEMA, and other team members to conduct damages assessment site visits after declared disaster events. They are responsible for creation and approval of the Detailed Damage Inspection Reports required by the FHWA to document damages and cost estimates determined to be eligible for reimbursement through the FHWA Emergency Relief (ER) Program. Also assists the Engineer 6 as Program Manager for projects developed to repair eligible sites, ensuring the projects are assigned to a Project Manager and completed within the eligibility timeframe criteria of the FHW A ER Program. Manages the Department's damage survey tool, ESRI Survey 123, for use by district staff in the initial survey of post-event damages. Creates and updates the survey for each event, provides technical assistance to district staff, administers user security lists and profiles, and compiles data collected into maps and spreadsheets to assist the DAT Coordinators in administering the program. Also manages the Department's use and administration of the FHWA's Mobile Solution for Assessment and Reporting (MSAR). This application allows electronic creation of DDIR documents on mobile devices or PC's, including tracking and approval workflows. Assigns users and provides technical support.
10% Assists in directing the activities associated with the DOTD's Maintenance Management System (Agile
Assets and Plant Maintenance). The systems are used for the collection, reporting, and analysis of data from district maintenance operations. Supports other staff responsible for handling daily work activities, functions, support, and training for certain modules in Agile Assets and Plant Maintenance.
5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
