This CBRN Program Analyst and Project Manager role will provide technical and programmatic support in the DHS Science and Technology Directorate, as part of a multidisciplinary team of high-performance professionals supporting the client's most vexing technical and technological challenges, and developing solutions to counter current, emerging, and future homeland security threats. The successful candidate will be self-motivated, operate well in a matrixed environment, be able to learn, digest, and provide scientific and technical guidance on a broad spectrum of technical subjects, and be able to distill and communicate complex technical concepts to enable nontechnical managers to make informed decisions. A technical background in science, engineering, or CBRN is not required so much as a strong grasp on program and project management fundamentals and a deep desire to develop and maintain project processes, build documentation and portfolio strategy, and an eagerness to learn the field. Specifically, the selected candidates will support S&T on programs including, but not limited to: assisting with the development, administration, and coordination of RDT&E portfolios, programs, and projects.
The responsibilities of the team member typically includes:
Assisting with the development and administration of RDT&E contracts, to include tasks such as: development of solicitation material, administration of source selection reviews, and assessing technical solutions.
Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.
Maintaining and monitoring program budgets to include gathering and reviewing monthly reporting information from project/program performers and developing budget execution plans.
Organizing, directing, and coordinating planning and production of all activities associated with assigned task order projects.
Providing support to Portfolio and Program Managers in their continued engagement with DHS S&T customers on the receipt, prioritization, and regular reporting of their operational capability gaps.
Providing data collection and analyses of user requirements and of existing and emerging systems, capabilities, and technologies.
Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.
Assisting with planning technology transitions to the respective operational customer.
Attending meetings, workshops, conferences, and program reviews at the direction of the program or project manager to provide programmatic and technical review, record meeting minutes, and contribute to the program management dialogue with performers.
Providing assistance in managing and responding to program-aligned S&T Executive Secretary data calls, compiling information, and preparing information for reporting to senior leadership.
Supporting the identification, assessment, evaluation, and testing of existing and emerging technologies, systems, and capabilities, including: coordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.
Required Qualifications
BA/BS + 5 years relevant expereince or MA (or other advanced degree) + 3 years
Ability to obtain DHS Suitability and at a minimum an interim SECRET clearance
Demonstrated experience in project and/or R&D management, problem solving and self motivation
Interest in and ability to learn and represent the client's R&D portfolio with performers and stakeholders inside DHS S&T and throughout the the interagency
Must be willing to work from client site as needed, often 1-2 times per week in addition to local travel across the National Capital Region 1-2 times per month
Limited (2-3X per year) non local travel may also be required
R&D project and program management or federal acquisition experience
Education or previous work experience in risk assessment, simulation and modeling and/or CBRN threat characterization
Experience with derivative classification and the use of Security Classification Guide

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
