The Human Resources Department is seeking Supervising Human Resources Technicians, who plan, organize, coordinate, and supervise the work activities for support staff that provide technical and administrative assistance in a variety of human resources programs, units, and teams within the County Human Resources Department. Supervising Human Resources Technicians will be responsible for supervising a unit of technicians and/or clerical staff, exercising considerable independence in setting work priorities and analyzing, interpreting and applying policies, procedures, and Memoranda of Understanding, Personnel Rules, and Ordinances; and making determinations that provide options and suggestions for solutions to complex situations and projects. There are currently vacancies in the EMACS-HR and Employee Benefits and Services Division (EBSD).
EBSD Opportunity
The incumbent assigned to the EBSD will have primary responsibility for overseeing the preparation and reconciliation of billing/invoices; making determinations for employee benefits eligibility and communicating results appropriately; processing changes and reviewing discrepancy reports; providing prompt and accurate responses to employees’ eligibility and billing questions; and supervising subordinate staff as appropriate.
EMACS-HR Opportunity
The incumbent assigned to EMACS-HR will be working in a fast paced, high volume, deadline driven division supervising a group of Human Resources Technicians. They will have primary responsibility for keying complex transactions into the County’s payroll system; providing guidance to subordinate staff and department payroll specialist on paperwork processing in accordance with appropriate policies, procedures, and Memoranda of Understanding, Personnel Rules, and Ordinances; and performing keying audits.

CONDITIONS OF EMPLOYMENT
Background: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting, employment and education verification, and medical exam, which may include drug testing. Travel: Travel throughout the County may be required. Employees may be required to make provision for transportation (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation.
Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.
Experience:
Option 1: Three (3) years of full-time work experience performing a wide variety of complex, specialized office clerical duties, which are non-routine in nature and require independent decision making, serving as a lead clerical worker, or supervising a clerical unit.
Option 2: Two (2) years of full-time work experience with primary responsibility for performing a wide variety of complex, specialized clerical support functions in a Human Resources environment that includes experience supporting the following areas: recruitment, benefits administration, centralized payroll, HRIS administration, or employee relations.
Note: Retail sales, food service, and general clerical experience is not qualifying.
