Responsibilities to Anticipate:
- Promote, support and ensure compliant performance of contracts with the United States Government (USG), in accordance with applicable rules and regulations, enabling timely contract awards, flawless execution, and a reduced risk of disputes or adverse regulatory actions.
- Engage a matrixed cross-functional and cross-discipline team made up of subject matter experts to develop the company's legal opinion and infrastructure for holistic government contract compliance.
- Communicate with the USG on all matters alleging or involving regulatory non-compliance with government contract-based legal exposure.
- Serve as focal point for all DCAA/DCMA post-award and incurred cost audits.
- Act as LCC representative for all issues related to Contractor Business Systems, including Accounting, Estimating, Earned Value, Government Property, Purchasing, and Material Management and Accounting Systems.
- Develop and provide training on USG contract topics, including compliance issues.
- Serve as LCC’s legal participant in various company-wide compliance councils and committees, including Estimating & Pricing; Government Accounting Policy Committee, Acquisition & Policy Working Group, TINA Compliance Working Group, and Mandatory Disclosures.
- Provide legal support to the following Raytheon internal clients: LCC, Requirements & Capabilities and Finance.
- Engage as needed in the most critical Raytheon investigations by DOJ, DOD Suspension and Debarment Officers, DODIG, DCAA / DCMA or other law enforcement authorities.
- Selecting and managing outside counsel and other third-party advisors as required within budget.
- Proactive knowledge of regulatory and compliance matters that could impact Raytheon pursuits, contracts, and operations.
- Develop relations and network across RTX and industry as the compliance focal point for Raytheon.
Basic Qualifications:
- Law degree (JD) from an accredited U.S. law school
- Typically requires 12 years’ prior relevant experience including;
- Supporting a wide range of government contract compliance issues; in areas such as FAR, DFARS, Procurement Integrity, Truth In Negotiations Act (TINA), Organizational Conflicts of Interest, CAS compliance, acquisition policy, and cost principles
- Identifying risks associated with compliance matters, while retaining the ability to think and work proactively and strategically in creatively resolving legal issues
- Managing resolution of business-related compliance issues and disputes
- Must have the ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Preferred Qualifications:
- Excellent interpersonal communication and writing skills, including drafting, interpretation, presentation and negotiating skills
- Great leadership skills, sound judgment, and meticulous attention to detail
- Ability to interact effectively and collaboratively in a team environment with multiple levels of the organization and foster positive working relationships with peers, internal clients and external customers
- Ability to learn quickly, influence senior leadership, work independently with minimal supervision
- Well-organized, with project management skills and the ability to prioritize and manage a high-volume workload (multiple projects at once, handling issues to timely conclusion

Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.
The salary range for this role is 171,000 USD - 343,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
