DESCRIPTION
Project Kuiper is an initiative to launch a constellation of Low Earth Orbit satellites that will provide low-latency, high-speed broadband connectivity to unserved and underserved communities around the world. The mission of Project Kuipers Government Solutions (KGS) is to leverage Kuiper and provide high speed, low latency, and secure satellite broadband services to United States and allied government customers.
Key job responsibilities
We have an immediate opening for a Head of Business Operations to support the Kuiper Government Solutions (KGS) team focusing on government customers around the world, including U.S. DoD and other national security customers.
The position will be responsible for architecting and executing the Kuiper Government Solutions business processes that manage both Amazon-internally funded activities and government contract and business activities. The position will also set up and manage Kuiper Government Solutions contracts to include pre- and post-award contract management, while streamlining integration of people and processes through advances in technology and to contracting workflows. The Head of Business Operations will play a pivotal role in shaping KGSs business system, improving user contract experiences, and ensuring efficient business operations.
The best candidate will have experience developing near and long-term business operation strategies that enable government contract execution in addition to experience with corporate finance and profit/loss business centers. The successful candidate will take initiative, problem-solve, work independently and exercise appropriate business judgment.
Responsibilities will include:
Leveraging significant knowledge of Federal contracting (FAR/DFAR) for DoD and/or Intelligence Community to establish and maintain compliance, business systems, cradle-to-grave contract life cycle management for all acquisitions (includes prime contracts with governments, subcontracts (with prime contractor industry partners or in support of our prime contract))
Set and execute strategy for acquisition management, acquisition compliance, proposal management, and business management.
Implement and execute commercial contracts, memorandums of understanding, mutual non-disclosure agreements, operational expenditures, revenue projections, proposal management, invoicing/billing of government customer in support of KGS objectives.
Support new opportunity development and incremental business growth through innovative approaches and clearly documented structure to contract negotiating and closure.
Orchestration of organizational initiatives to execute contracts related to new business.
Develop, implement, and manage operational policies and procedures
Support Capture Management where it ties into Proposal
Lead team to evolve capabilities within the KGS contracting ecosystem to improving reporting and contracting workflows while increasing operational efficiency.
Develop and deliver a comprehensive business capability roadmap aligned with KGSs strategic objectives
Manage development of contracting strategy and verification of KGS Program managers delivering on-contract commitments.
Identify areas for process optimization and lead broader team to evolve workflows to achieve efficiency gains
You will work closely with Sales, Business Development, Legal, Finance, Technical, and Program Management in this role.
Security Clearance: Candidates must have recent or active US Government security clearance of TS/SCI and be able to maintain a TS/SCI security clearance, so you must be a U.S. citizen for consideration.
This position is in Arlington, VA. Some travel, primarily domestic, will be required.
BASIC QUALIFICATIONS
- 10+ years of business and contracts management or comparable experience with US Government customers
- 7+ years experience developing/executing business operations across: acquisition management, acquisition compliance, proposal management, and business management
- Bachelor's Degree or higher or equivalent experience
PREFERRED QUALIFICATIONS
- Masters Degree
- 15+ years of business and contracts management or comparable experience with US Government customers
- Experience with FAR, DFARS, all government contract types, UCC, commercial contracts and international contracts
- Experience in reviewing and negotiating legal terms of a broad range of government contracts, subcontracts, and commercial technology contracts
- Experience in Sharepoint and SalesForce
