ASRC Federal Cyber is looking for a dynamic self-starter to fill the position of Law Enforcement (LE) Equipment Modernization and Base Emergency Communications System (BECS) Policy Analyst in support of the US Army's Office of the Provost Marshal General (OPMG).
The LE Policy Analyst will perform the following tasks:
Maintain existing approved equipment lists in support of the Army Law Enforcement Program.
Facilitate community working groups to periodically review existing Army law enforcement equipment lists such as the Law Enforcement Ensemble Kits (LEEKS) and recommend potential enhancements and technological advancements.
Capture equipment requirements, additions, and enhancements discussed at various community working groups and meetings and submit them to the LE Division leadership for review and / or publication.
Assist in the conduct of limited user evaluations of new equipment prior to fielding. Provide consolidated feedback and recommendations in after action reports.
Conduct user interviews and assessments of existing equipment and provide consolidated reports in the form of after-action reports.
Maintain and update standard operating procedures instructing the Army law enforcement community how to procure approved law enforcement equipment items.
Assist law enforcement community work groups, work group leads, and other stakeholders to identify requirements, standardize lists, and develop policy for Army law enforcement materiel and non-material needs. Assist in facilitating the acquisition, sustainment, and support of those solutions.
Assist LE Division leadership with briefs and presentations in support of law enforcement equipment modernization.
Provide after actions reports following law enforcement community working group discussions related to law enforcement equipment and modernization.
Provide requirements development and acquisitions subject matter expertise in support of law enforcement equipping / modernization efforts.
Draft information and decision briefs in support of LE Division and OPMG equipping and modernization efforts.
Prepare draft documentation and provide support to law enforcement equipping and modernization efforts -- Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities – Policy (DOTMLPF-P) changes, development of materiel requirements / acquisition documents, Table of Organization and Equipment (TO&E) change requests, and other efforts.
Assist the Law Enforcement Division in developing a structured framework for and conducting proponent analysis of public safety communications infrastructure requirements and gaps and BECS capabilities to address requirements and gaps. Provide verbal and/or written recommendations to the PMG, Program Executive Office, Program Executive Group chairs, and Army Senior Leaders to modernize the Army’s public safety communications infrastructure and equipment with BECS capabilities. The Contractor must coordinate analysis and recommendations with other BECS stakeholders across HQDA, Army Service Component Commands, and Army Commands (ACOMs).
Apply DA written correspondence standards when drafting internal and external communication documents to support and communicate findings as needed to Army leadership and the Office of the Assistant Secretary of Defense.
Coordinate, review, and track capabilities-based acquisition documents for BECS capabilities in accordance with Joint Staff and Army acquisition procedures. The Contractor will provide the Government with a written status report of capabilities-based acquisition documents for BECS monthly.
Conduct research, perform analysis, and present findings to support development of the Army position on issues (e.g., programming, funding, IT requirements) related to BECS funding and prioritization.
Conduct research and analysis and provide the Government with information papers in support of OPMG as the BECS proponent.
Participate in BECS workshops, site surveys, and other activities that may require travel outside of the national capital region.
Education Requirements: Bachelor's Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
Clearance Requirements: Secret clearance with the ability to obtain a Top-Secret clearance.
Experience Requirements:
10 years of experience with the Joint Capability Integration and Development System (JCIDS) process.
10 years of experience in DOD acquisition logistics development and support (5 years of which must be law enforcement specific.
