We are The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner. We seek a Department Program Administrator (Working Title: Performance Plan Associate)to lead, run, and coordinate all aspects of major ongoing agency-wide accreditation and certifications, award applications, strategic plans, and more! This position will work across all departments on a routine basis. This is an exciting time to join the Department of Parks and Recreation, which serves a diverse population of more than two million residents in Prince George’s and Montgomery County, Maryland.
Examples of Important Duties
1. Lead a variety of teams to coordinate all aspects of highly visible, complex, and diverse cross-Departmental/Divisional agency-wide accreditations and certifications, national award applications, priority strategic plans, and more. This position will work across all Departments on a routine basis.
2. Maintain and further improve upon M-NCPPC’s performance attributes and procedures, with the development of useful written guidelines and processes to direct M-NCPPC staff as they continue to expand upon programs, events, and services. Specific work functions include, but are not limited to: a. NRPA CAPRA accreditation (5-year continuing cycle) and other crucial certifications b. Gold Medal award (annual), and other high-profile award applications, c. Development of priority strategic plans, such as the Comprehensive Recreation Program Plan (CRPP- 6-year plan with reviews every 2 years, and renewal upon sixth year) to demonstrate excellence to patrons, elected officials, and visitors.
3. Dialogue with external collaborators, such as staff from other award-winning Park and Recreation agencies, NRPA/CAPRA Mentors, AAPRA (Gold Medal) representatives, across varied subject areas is a necessary aspect of this position. Association with the public and community-based groups is a core piece of this position’s functions.
4. Performs supervisory functions as negotiator and administrator of consultant work; may supervise Term-Contract and Seasonal-Intermittent staff as they lead/assist with major agency wide initiatives. Evaluates end results of projects and other assignments. Ensures that all application, certification, and reaccreditation deadlines are met.
5. Performs a range of responsibilities, to include proper inventorying and storage of sophisticated equipment, fleet management, travel arrangements, and reporting of expenses.
6. Serves as a member of the Division’s leadership team, and as an internal consultant on administrative work program matters. Works independently and only on occasion needs intervention from leadership to perform work functions. Identifies and implements sound solutions to routine and non-routine issues.
7. Routinely collaborates with Compliance & Innovation Associates on complex and overlapping initiatives.
8. Develops and tracks project costs, manages budget, and identifies, recommends, and sometimes makes efficiency improvements. Monitors project implementation and completion and ensures that all M-NCPPC administrative/financial policies and procedures are followed.
9. Works independently and only on occasion needs intervention from leadership to complete work program functions. Leadership skills will be utilized to develop and implement team and morale building experiences within the Division and across the Department.
10. Develops recommendations for budget allocations based on analysis of project costs to include contractor/consultant fees, staff training, supplies and materials, professional services, and necessary controlled and fixed assets.
Minimum Qualifications
1. Bachelor's Degree in Human Resource Management, Finance, Business or any related field. 2. Four (4) years of progressively responsible experience in Human Resource Management, finance or any related field. 3. An equivalent combination of education and experience may be substituted, which together total 8 years.

Working Conditions:
Works in an office setting; may work outdoors briefly on an incidental basis. Work is primarily sedentary and requires very light to light physical effort. May be subject to various job demands such as high volume of work and tight deadlines.
