Job Abstract

The Human Services Agency (HSA) is seeking qualified candidates for the position of Homeless Encampment Strategies Analyst within the Human Services Agency (HSA) division of Center on Homelessness. to provide a variety of analytical and administrative services related to the Encampment Resolution Funding (ERF) grant.

The County’s $14 Million ERF Grant will fund a wide array of coordinated services to unhoused residents currently living in encampments, with a focus on interim and permanent housing solutions using a multidisciplinary and collaborative approach to services.

The Homeless Encampment Strategies Analyst will conduct a variety of duties such as; conduct program and fiscal planning, contract monitoring and program evaluation; negotiate and write contracts, request for proposals, grants and reports; administer grants; analyze data; coordinate projects; assist in the development and implementation of policies and procedures; provide technical assistance to contractors; and act as a liaison to other County departments and partnering agencies.

Homeless Encampment Strategies Analyst responsibilities generally include the following, but are specialized to each position's focus area: acting as the contract monitor for services such as homeless outreach teams, homeless shelters, rapid rehousing programs, conducting grant administration and grant tracking; working closely with community-based homeless and safety net programs on a variety of projects related to homeless services.

Homeless Encampment Strategies Analyst responsibilities also include data analysis, developing and monitoring contracts for homeless and housing services, reviewing invoices and contractor reports, and working closely with contacted service providers, other County departments, and other community partners. Other duties may include, but are not limited to the following:

• Project management such as creating project documents, tracking status and conducting follow ups to ensure milestones are met.
• Collaborative work with contracted service providers regarding coordination of client services.
• Detailed monitoring of services and outcomes of contracted services.
• Manage and continuously update relevant data in our Homeless Management Information System (HMIS), monitor data quality and clean data as needed.
  • This includes maintaining a list and map of all encampments, as well as a list of all clients in the encampments.
• Analyze and interpret data to build reports.
• Build presentations for County leadership and partners.
• Communicate data, reports, and presentations effectively visually, verbally, and in writing.
• Coordinate community committees including agenda setting, note taking and follow up.
• Provide technical assistance to homeless and safety net service providers on service standards, best practice models, and data entry processes.
• Research policies and best practices in homeless and safety net services.
• Complete grant tracking and reporting.
• Write and coordinate Request for Proposal processes when needed.
• Write grant applications when required.
• Track and ensure compliance with grant/s.
• Need more data tasks related to the grant.

• Experience in contract development and monitoring as well as planning and coordinating projects.
• Experience in grant administration.
• Experience creating reports and conducting data analysis. Experience using Excel, Looker, and Clarity (or other Homeless Management Information System (HMIS) or similar software.
• Ability to quickly learn new software and technical skills.
• Experience in service program design, process review and design, use of data in performance improvement, evaluation of outcomes, and internal and external data development and analysis.
• Ability to utilize technological systems used to administer programs and to generate data reports.
• Working knowledge of social and economic issues relevant to low-income children, families, and communities.
• Strong interpersonal, facilitation, analytical, public speaking, and project management skills.
• Excellent oral and written communication skills.
• Collaborative and able to build and maintain strong relationships with community-based organizations and other partners.
• Flexible, deadline-driven and customer service oriented.
• Excellent organizational skills in handling multiple and competing priorities.
• Proficiency in computer systems and applications, such as Microsoft Windows and the Microsoft Office suite (Microsoft Word, Excel, and PowerPoint).
• Ability to work independently with minimal supervision and instruction, as well as collaboratively as part of a team.
• Ability to analyze a wide variety of problems and recommend effective solutions.
• Ability to prepare effective, concise, and complete reports on various issues.
• Culturally competent in working with diverse communities.
• Bachelor's degree in a social service, public health, policy, or public administration field is strongly preferred.
• Understanding of the landscape of safety net programs, homeless prevention services, and homeless services is preferred.
• Knowledge of State or Federal rules and regulations, evidence-based or promising practices in safety net and homeless services.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify for a Human Services Analyst II is two years of experience performing journey level administrative and analytical duties in a human services or related agency.

• Develop and evaluate proposals and negotiate contracts and agreements.
• Develop, monitor and analyze budgets and program performance.
• Plan, coordinate and implement administrative and programmatic research and analysis.
• Analyze, interpret and apply various regulations and requirements.
• Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
• Plan, coordinate and conduct special events and projects.
• Establish and maintain effective working relationships with grantors, subcontractors, County staff, elected and appointed officials, the public and others.
• Communicate effectively, both orally and in writing.
• Compile and analyze data, draw sound conclusions and prepare and present effective reports.
• Exercise sound independent judgment within general policy and regulatory guidelines.
