Job Abstract

The Behavioral Health and Recovery Services is seeking a tenacious, intelligent, inquisitive individual for the limited-term position of Data Management Analyst - Behavioral Health and Recovery Services - Limited Term.

The Data Management Analyst will review all grant documents for both CCMU and JAG, to identify types of data required by the grants, build needed databases and mechanism for collecting, tracking, analyzing these data, develop effective and efficient processes of collection, inputting, organizing, and presenting these required data in meaningful ways, and develop timelines and workflows for data-submission in all the grant data portals.

Job duties include but not limited to:

• Identify accurately types of required data for each grant.
• Develop data collection mechanism and effective process(es) for the service providers to collect all required grant data at each service encounter and submit these data in a timely and organized manner for both CCMU and JAG grants.
• Train all service providers of both grant projects (these service providers are staff, supervisors, program managers, and administrators of contracted agencies) on data collection. The estimated total staff to be trained is 25-27.
• Maintain accuracy of collected data by timely monitoring and following up on missed or questionable data.
• Analyze and report on trends, patterns, gaps, outcomes, for both grant projects.
• Attend meetings with contractors, State representatives, stakeholders, community partners, and BHRS personnel for data collection process, training, ongoing monitoring of the accuracy of data, sharing of analyses and trends/outcomes, etc.
• Partner and meet with contracted evaluator and service providers of the JAG grant to collaborate on data collection, analyses, evaluation, and reporting.
• Data entry for both grants, including required quarterly grant reporting in various grant data portals.
• Develop graphs, tables, visuals, and reports to effectively present on trends, outcomes and findings of both grants.
• Additional data-related work as needed.

• Proficient computer skills to use several independent database systems, as well as Microsoft applications including but not limited to Excel, Word, PowerPoint, and various Electronic Health Record Systems (EHRs) such as Avatar and Soarian, grant data portals, and email.
• Excellent organizational and time management skills to manage and complete multiple tasks simultaneously.
• The ability to work collaboratively with team members, as well as independently and autonomously to complete tasks timely and efficiently.
• Reliable and flexible.

• Techniques for effectively representing the County in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.

• Assist in the development of goals, objectives, policies, procedures, and work standards for the department.
• Coordinate and oversee programmatic administrative, budgeting, and/or fiscal reporting activities.
• Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.
• Conduct research on a wide variety of administrative topics including grant funding, contract feasibility, budget and staffing proposals, and operational alternatives.
• Evaluate and develop improvements in operations, procedures, policies, or methods.
• Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
• Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
• Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations.
• Establish and maintain a variety of filing, record keeping, and tracking systems.
• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
• Operate and maintain modern office equipment, including computer equipment and specialized software applications programs.

• Effectively represent the department and the County in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals.

• Depending upon assignment, possession of a valid California Driver's License.
