DPWES provides award-winning solid waste collection services for approximately 45,000 homes, operates a transfer station and landfill, regulates solid waste services, and leads sustainability initiatives to promote zero waste goals for Fairfax County. DPWES Solid Waste is a diverse work force of approximately 300 merit and 50 non-merit employees and has an annual operating budget of more than $100M. Our nationally-recognized team of professionals are working together towards a singular goal: providing environmentally-responsible and cost-effective management of municipal solid waste, keeping Fairfax County safe, green, healthy, and clean.
Duties and Responsibilities:
Supervises and manages personnel in the Projects Branch, leads in the development, coordination, management and implementation of the Capital Improvement Plan containing multiple environmental and solid waste facilities including landfills, methane gas collection systems, transfer stations, solar project implementation, leachate pump stations, ground water systems, stormwater structures, and more.
Provides leadership, guidance, oversight, training, mentoring and direction to assigned project managers. It is responsible for the work prepared by the individuals assigned to the Branch and under his/her direct supervision.
Develops and manages project scopes of work, budgets and schedules.
Negotiates, manages and ensures the work of professional engineering and consulting services firms complies with contract and schedule requirements and serves as the project manager for complex and/or sensitive capital improvement projects.
The position requires extensive project management and project implementation experience and knowledge of local, state and federal codes and regulations. Provides responsive and effective communication orally and in writing and regularly represents the agency and provides presentations, reports, and information on project related matters to elected and appointed officials, federal and state agencies, county senior staff, outside agencies and residents.
Maintains excellent relations and ensuring projects are properly coordinated with all stakeholders.
May be called upon to serve as expert witness in court cases, claims, public hearings, appeals boards, or the state legislature.

Ability to establish and maintain effective working relationships with elected and appointed officials and representatives of public, private sector and community organizations;

Employment Standards
MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a Bachelor's degree in Urban/Regional Planning, Architecture, Landscape Architecture, Engineering, or a related field, and six years of progressively responsible experience in or affiliated with land planning and/or redevelopment, engineering or architecture, or management of large and complex construction or maintenance projects.
CERTIFICATES AND LICENSES REQUIRED: A valid driver's license.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Three or more years of demonstrated successful supervisory, leadership, teamwork and program/project management skills.
Three years of experience overseeing the professional work of engineers, project managers, landscape architects and technicians.
Three years of experience successfully managing capital improvement projects from concept, through design and construction utilizing professional service engineering contracts.
Three years of experience reviewing and analyzing construction plans and specifications.
Three years of experience demonstrating extensive knowledge and experience implementing solid waste projects including landfills, methane gas collection systems, transfer stations, solar projects, leachate pump stations, ground water systems, or large stormwater systems through applicable federal, state and local codes and regulations.
Three years of experience demonstrating the ability to establish collaborative relationships with staff, outside agencies, residents, environmental groups and government leaders, and the ability to lead and build teams through collaboration and development and implementation of effective and efficient processes.
PHYSICAL REQUIREMENTS: Ability to input, access and retrieve information from a computer. Ability to lift up to 25 lbs. without assistance and 25 lbs. or greater with or without assistance. Ability to operate a motor vehicle. Ability to perform field investigation on site infrastructure, construction, and other solid waste program improvement type projects. Ability to perform repetitive hand, arm, wrist and shoulder movements. Ability to sit, stand, walk, bend, crouch, stoop, reach, lift and possess manual dexterity. Ability to use all applicable personal protective equipment in an outdoor environment including hardhat, eye protection, hearing protection, safety footwear, and other applicable equipment. Ability to work in adverse weather conditions and temperatures. Mobility needed to be able to perform all duties. All duties performed with or without reasonable accommodations.
