Examples of Duties
Under the direction of the Deputy Court Administrator, the Civil Case Manager is responsible for assisting the Court in the efficient and effective processing of civil cases and supervising the DCM staff.
Essential Job Duties
Documents and analyzes the procedures, information flow, processing steps and decision points involved in civil case processing and scheduling.
Analyzes and makes recommendations for the scheduling of cases to comply with and/or improve differentiated case management system (DCM) plans and the Judiciary’s case time standards.
Conducts annual Judicial Case Assessment study.
Provides statistical data and information to assist in scheduling, case management and budgetary processes.
Works closely with the Lead Civil Judge and Assignment Commissioner to efficiently manage court resources by classifying and tracking cases throughout the trial process.
Maintains daily contact with the Clerk’s office personnel and judicial staff as to the assignment of cases and various court procedures.
Completes quarterly audit reports for Odyssey users.
Completes monthly reports for issuance of contemplated dismissal notices and track and close when appropriate.
Supervises DCM Office staff in cooperation with the Family Case Manager.
Recommends improvements in office operations and procedures.
Oversees the grant management process for the ADR program.
Works with DCM staff and the Assignment Office to efficiently process:
Motions to modify scheduling orders.
Requests for trial continuances.
Motions to consolidate.
Requests for shielding; requests for remote hearings and appearances; and other civil motions as appropriate.
Works with the Lead Civil Judge to specially assign complex civil cases and monitor assignments, scheduling, and settlements.
Supervises Settlement Court personnel to ensure the efficient processing of civil cases.

Qualifications
Bachelor’s degree from an accredited college or university

Five years of professional experience in a court or legal setting.
Preferred Skills Must have a strong knowledge of Microsoft 365, specifically Excel.

Ability to work independently and have high level interpersonal skills to handle sensitive and confidential situations.
Ability to investigate and draft correspondence in response to inquiries or complaints received from the public.
Ability to identify and solve problems, including analyzing, evaluating, developing and implementing policies, procedures and programs designed to provide maximum efficiency at minimum cost.
Ability to prepare concise and comprehensive reports, both orally and in writing.
Ability to attend meetings, serve on committees or perform other assignments at locations inside or outside the Court.
Ability to prepare presentations and speak to court personnel and the public.
Ability to handle multiple tasks and maintain a professional demeanor when dealing with court personnel and the public at all times.
Must have in-depth knowledge of court procedures.
Must exercise a high degree of judgment, tact, diplomacy and competence in dealing with judges, public officials, attorneys, the public and professional personnel.
Must have a thorough knowledge of legal terminology, forms, methods and procedures.
Should have knowledge of case management software, specifically the Odyssey Case Management system and generally the Maryland Electronic Courts (MDEC) procedures.
Must be able to develop and maintain collaborative and professional working relationships with court personnel and the public and the ability to make decisions based on experience, good judgment, and established policies and procedures.

Conditions of Employment
Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions.
This position is a non-merit unclassified position with the Circuit Court for Baltimore County and subject to the personnel policies and procedures adopted by the Court.
Physical and Environmental Conditions The work of this classification is essentially sedentary but may include occasional walking, standing, lifting of boxes or other limited physical activities.
