Job Abstract

Lawrence Berkeley National Lab’s (LBNL) Energy Analysis & Environmental Impacts Division has an opening for an Energy/Environmental Policy Researcher (EEPR2) to join the team.

The Sustainable Energy and Environmental Systems Department uses a multidisciplinary approach to study problems of diverse topics and applications. All energy systems have some sort of environmental impact. By understanding these impacts and their interactions with systems, we can provide thorough, unbiased data and inform policies that improve the economy, the environment and human health. In this role, you will develop and apply methods of conducting energy, economic, market, and/or technical research that informs the development of energy/environmental policies, particularly in Asian countries such as Japan, South Korea, and South/Southeast Asian countries). Working with an interdisciplinary team of researchers, the EEPR2 will gather and process data, perform analyses and develop appropriate methods to satisfy technical objectives. The EEPR2 will conduct research, provide technical assistance to decision-makers on complex issues, and contribute to the development of departmental organizational goals and objectives. The EEPR2 may provide technical guidance, support and supervision to research staff.

What You Will Do:

• Conduct energy/economic/market/engineering research and analysis of energy/environmental equipment and/or systems of moderate scope across multiple sectors in the U.S. and other countries.
• Develop analytical and computational methods and/or tools for analyzing energy/environmental equipment and/or systems.
• Organize and work with large amounts of data using various types of software (such as simulation tools, spreadsheets, and database programs) to perform analyses.
• Provide technical support and guidance to staff including reviewing and providing feedback on their work to improve technical quality.
• Draft written technical support documentation and policy documents detailing the analysis methods and results.
• Prepare and present technical analysis to a public audience, policy stakeholders, and peers.
• Interact with collaborators and/or policy stakeholders to gather necessary data for conducting research and analysis.
• Develop scopes of work and budgets for subcontracts and manage sub contracts.

Additional Responsibilities as needed:

• May supervise the activities of personnel.
• Collaborate with funders.
• Assist in the development of short- and long-term research priorities and preparation of proposals and budgets to secure funding from sponsors to perform research.

What is Required:

• Bachelor’s Degree (or equivalent knowledge) in Energy & Resources, Public Policy, Economics, City & Regional Planning, Environmental Studies, Engineering, or a related discipline and a minimum of 5 years of related experience with increasing responsibility in program administration, planning, and conducting research projects; or an equivalent combination of education and work experience.
• Demonstrated experience with project management or research on energy and climate in the U.S. and other countries; knowledgeable and skilled in program/project planning, and resource management.
• Strong knowledge of, and experience with, energy, economic, environmental, market and/or technical research and analysis of energy/environmental equipment or grid power systems.
• Broad knowledge of the energy policy environment related to energy/environmental equipment or grid power systems.
• Demonstrated experience in developing advanced analytical methods and numerical models in equipment or power systems.
• Demonstrated ability to organize and work with complex spreadsheets and database programs to perform analyses using large amounts of information on complex subjects from diverse sources of data and other sources.
• Demonstrated proficiency with development of computational tools in Python, R, Excel/VBA, or other languages.
• Demonstrated proficiency in MS Office, especially MS Word, Excel, and PowerPoint.
• Demonstrated ability to work independently with limited supervision and collaborate effectively with a team of researchers.
• Demonstrated ability to meet tight deliverable deadlines with high-quality results and adapt to rapidly changing work demands.
• Excellent oral and written communication skills, including a demonstrated ability to present analytical methods and results to a non-specialist audience.
• Strong attention to detail.

Desired Qualifications:

• Demonstrated familiarity with energy policy in the U.S. and Asian countries, especially as it relates to power systems or energy/environmental equipment.

Notes:

• This is a full time 1 year, term appointment with the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.
• The full salary range for this position is $96,192.00 - $162,336.00. The budgeted salary range that the Lab reasonably expects to pay for this position is $114,239.40 -$ 126,264.60. Salary offers will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group.

• This position is eligible for a flexible work mode, with onsite or hybrid work being the preferred modes, though full-time telework or remote work modes may be considered. Hybrid work is a combination of teleworking and performing work on-site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab. Work schedules are dependent on business needs.
