The Workforce Innovations, Emergency Preparedness and Poverty Solutions (WIPPS) Team works to improve the conditions of America's most at-risk populations and provide strategic consulting support to workforce development agencies throughout the United States. WIPPS has a broad portfolio of projects in human services and workforce development. We are seeking a senior staff member with expertise in human services policy and practice - with a particular emphasis on FOOD INSECURITY & ECONOMIC MOBILITY - to lead and/or support research, evaluation, and technical assistance projects in the domain. ICF is actively seeking a senior consultant with expertise in public human services, including food security, employment and training, or related benefit assistance programs. Specific areas of responsibility may include:
- Provide expert subject matter expertise to projects supporting public human services programs that involve food security, such as the Supplemental Nutrition Assistance Program and/or the Special Supplemental Nutrition Assistance Program for Women, Infants, and Children (WIC).
- Provide overall project direction and/or serve as Principal Investigator for food security, cash assistance, and/or economic mobility-focused projects.
- Build a pipeline of opportunities that align with ICF’s objectives to promote a robust human services infrastructure across targeted domains.
THIS IS AN ON-CALL, part-time hours position based on project needs.
We are open to supporting 100% remote work anywhere within the US.
Required Qualifications:
- Master’s degree in human services, program evaluation, social work, liberal arts, or related discipline; PhD preferred.
- 10+ years of experience in food security or cash assistance research and/or program evaluation.
- Demonstrated experience with public human services regulations, policies, and procedures related to food and cash assistance programs.
- Demonstrated expertise in managing complex programs and projects.
- Demonstrated experience in producing high-quality, professional visualizations, presentations, reports, and other data products.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$76,848.00 - $130,642.00
