Prince William County Office of Procurement Services is seeking to hire two Senior Procurement Officers (Senior Procurement Manager) to join our dynamic procurement team. The Office of Procurement Services (OPS) provides efficient, innovative, and responsive services to obtain goods, services, and construction through effective broad-based competition. OPS provides procurement services, guidance, and training for county agencies to ensure compliance with laws and regulations while promoting transparency in the acquisition process. OPS manages the acquisition of over $200 million in goods and services on behalf of 37 county agencies. Additionally, the FY2025 Capital Improvement program (CIP) procurement is budgeted at $273.8M. (six-year CIP budgeted at 1.3B). OPS is powered by an innovative and diverse team of professionals committed to partnering with our county agencies and vendors to accomplish county agencies’ mission. About This Role: In this role you will function as a team lead/subject matter expert for a procurement team while also working as a Capital or Operational Procurement Officer, performing advanced and highly complex procurements throughout the contract lifecycle. The Senior Procurement Officer works as a team lead prioritizing, assigning, reviewing work, providing technical guidance with cradle-to-grave procurement actions for a wide range of construction projects, goods, and services.
This senior level manager will lead a procurement team, OPS procurement programs, oversee contract compliance audits to ensure compliance with procurement regulations, policies, and procedures, assist in developing and facilitating agency training and OPS staff onboarding. Serves as a team facilitator in executing strategic objectives. The selected candidate will advise the Deputy Director of Procurement and the Chief Procurement Officer, with respect to all contract and procurement issues and the nature of corrective actions; including assisting with recommending the most cost-effective and efficient strategies to accomplish objectives for the office.
Additional tasks include:
Develops and prepares solicitations (RFQ, IFB, and RFP), amendments, modifications, determinations and findings, contracts, and various related correspondence.
Manages the solicitation and award process.
Coordinates and advises county agencies on the submission of procurement documents.
Assists agencies with developing acquisition plans and strategies.
Determines the method of procurement and contract type.
Conducts pre-bid conferences, pre-performance conferences, and formal bid openings.
Assists with the resolution of complaints and protest from contractors, issues cure/default notices in accordance with County procedures.
Prepares, reviews, interprets, and analyzes a variety of information, qualitative and quantitative data, and standardization of materials; makes recommendations based on findings.
Performs related work as required.
Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that affect multiple units within OPS or county agencies. Recommends new solutions to problems and alternative methods to meet business needs. Work and tasks involve the application of complex procedures requiring advanced experience with a proven understanding of most procurement practices. Independent judgement is often required to select the most appropriate available resources. The ideal candidate must be proficient in public contracting and procurement and able to provide strategic consultation and management of an assigned unit. Experience providing procurement support to multiple county agencies. Minimum Requirements: High School Diploma/GED, and 7 years of experience as a senior municipal buyer, procurement officer, procurement manager, and or contracting officer in public facing government entity. Preferences:
Three years of procurement experience must be with Prince William County Procurement Services.
Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), Virginia Contracting Officer (VCO).
Comprehensive knowledge of principles and practices of public contracting regulations, procedures, and practices.
Thorough knowledge of management practices and principles.
Knowledge of creative contracting techniques, negotiation strategies and project management skills.
Strong knowledge of computer systems and applications for contract and procurement management processes.
Intermediate to advanced proficiency in a variety of Microsoft Office Suite applications, such as Word, Excel, PowerPoint, and Adobe Acrobat Pro.
Ability to use sound judgement in making independent decisions.
Ability to prepare and write complex and comprehensive reports.
Ability to develop training materials and course content for procurement processes.
Demonstrated leadership and problem-solving abilities.
Ability to establish and maintain effective working relationships with employees, government officials and representatives of private agencies and community groups.
Strong communication skills (verbal and written) and interpersonal skills.
Strong leadership and coaching skills.
Special Requirements: The selected candidate will be required to pass a pre-employment reference and criminal background check and I-9 and E-Verify requirements.
Work Schedule: Monday to Friday, 8:00 am to 4:30 pm, with flexibility to work additional hours to conduct evening training and meet deadlines. This is a telework eligible position that may revert to in-office scheduling if business needs change.
