Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the direction of the Director of Permanent Housing, the Associate Director of Permanent Housing supervises the programmatic and performance management of LAHSA’s Time Limited Subsidy (TLS) and Housing Navigation (HN) programs to ensure the maximum utilization, impact, and effective service delivery of these resources across Los Angeles County. The Associate Director will work closely in the implementation of the Time Limited Subsidy, Shallow Subsidy, Representative Payee, Housing Navigation Programs, and other Programs as assigned. The Associate Director will work closely with all Program departments as well as fiscal and data management partners. The Associate Director of Permanent Housing will work closely with LAHSA’s public partners including the LA County Departments of Mental Health (DMH) and Health Services (DHS), public housing authorities, and housing departments to ensure coordination across all permanent housing programs within the county. The Associate Director of Permanent Housing will work collaboratively with multiple LAHSA departments to ensure that all available permanent housing resources are integrated into a well-functioning rehousing system in compliance with all federal, state, and local requirements. This position ensures LAHSA performs at the agency’s highest capacity as both a grants administrator and as the system administrator for Los Angeles’s homelessness response. The position is responsible for the implementation of active system management for TLS/HN and other possible programs for all populations. With clear goals to maximize utilization of all available resources and minimize the time to lease-up, the Associate Director will ensure the region's resources to address homelessness serve as many people experiencing homelessness as possible and provide the highest quality of services possible.

Essential Job Functions
Work collaboratively with the Director of Permanent Housing and other LAHSA departments to ensure timely execution of provider agreements; accurate monitoring of funding utilization, program performance, and spenddown data; timely reporting on programmatic outcomes to funders; and a data-driven approach to resource allocation and management.
Ensure that Los Angeles has a strong, nimble, and well-coordinated rehousing system by ensuring maximum utilization of permanent housing resources and strong collaboration with other systems of care.
Strategically deploy resources to combat racial disparities in homelessness and cultivate strong partnerships with community providers to support healthy communities.
Establish equitable and effective methodologies for the management, planning, and utilization of LAHSA’s Housing Navigation and Time Limited Subsidy service slots.
Support Coordinated Entry System (CES) Policy Council, the LAHSA Programs and Contracts Committee, and the LAHSA Commission meetings as determined by Director.
Monitor and support HUD COC funded services such as Rapid Rehousing, as well as services within Housing Navigation, and other HUD resources or specially funded programs.
Monitor utilization of resources from multiple funding sources and partners and provide necessary technical assistance and training to providers that may struggle with performance.
Support an interdepartmental approach to fiscal management of all LAHSA-funded permanent housing contracts.
Develop or review policies and procedures.
Oversee matching of LAHSA’s HN and TLS resources to people experiencing homelessness.
Refine LAHSA’s work to align private market rental housing opportunities with rental subsidies.
Collaborate closely with LAHSA’s other program component departments through an Active System Management framework to ensure that all programs are strategically aligned to scale the system and achieve maximum performance.
Collaborate with the Data Management Department to refine program dashboards to reflect necessary programmatic data and provide KPI reports.
Provide strategic and effective leadership for the Permanent Housing Department to streamline and simplify access to permanent housing.

Ability to simultaneously manage multiple projects and timelines.
Advanced communication skills, and the ability to communicate with all levels of management, staff and external clients, especially those who are not well versed in computer technology.
Demonstrated ability to work with diverse community and organizational groups.
Exceptional critical thinking skills and the adaptable management style.
Ability to follow directions and provide direction to staff quickly and thoughtfully.

Training & Experience
Experience working directly with people actively engaged in services or with lived expertise is a plus, but not required.
Experience working in government or public agencies desired.
Extensive experience managing large grant portfolios.
Extensive experience working with public funding sources.
Advanced degree related to the position is highly desired; undergraduate degree preferred; or any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
Proven professional experience and educational background.
Schedule
