The Prince George's County Housing Authority is seeking highly qualifies candidates to fill a Human Resources Analyst 2 position, grade G21 within the Housing Authority Administration Division.
About the Position: This is a mid-level professional position responsible for Human Resources administrative, technical, management information support to the Housing Authority of Prince George’s County (HAPGC) at the request of the Executive Director, Deputy Director(s), Unit/Division Managers and Human Resources Manager. The incumbent serves as liaison to the Office of Human Resources Management (OHRM) and Office of Finance/Payroll and Risk Management to ensure consistent application of and adherence to all areas of Human Resources and Payroll Management. Work performance requires comprehensive knowledge of personnel laws, payroll and departmental rules and regulations, and the ability to effectively interpret and communicate policies and procedures with management and staff with a high degree of independent judgment and initiative. Initiates personnel actions to achieve the departmental goals and objective in a timely manner. Maintains confidentiality and delivers exceptional customer service.

What You'll Do:
Executes and performs all human resources functions and assignments for Housing Authority for the HR Manager, Executive Director, and/or Deputy Director.
Provides high-level support in the areas of payroll and human resource administration, staff onboarding, development, performance management, and in the resolution of personnel matters.
Provides new hire orientations as scheduled and necessary, including ensuring that materials are prepared in advance and all onboarding is completed according to regulations and best practices.
Reviews and updates training opportunities for staff; collaborate with leadership to set achievable completion goals; reevaluate and adjust to support success.
Acts as a fully functioning payroll and timekeeping administrator.
Leads and facilitates required and recommended organizational training in a manner that is considerate of varying learning styles.
Provides feedback to supervisor and human resources team on successes, areas for improvement, and potential for future learning development.
Works with hiring managers for candidates, job interviews and other activities related to the hiring process.
Ensures completion of new hire packages and documentation as well as management of all other personnel files.
Ensures new staff is processed, integrated into agency programs & systems and properly trained in a timely fashion.
Conducts Exit interviews to identify company issues and potentially retain productive staff.
Updates and maintains staff database.
Administers the performance management system, and staff development programs in a clear and timely manner.
Maintains updated, accurate records; run, analyze, and distribute reports that provide insight into successes, areas for improvement, and trends.
Collaborates with supervisor(s) to resolve personnel matters.
Conducts thorough, confidential investigations that adhere to laws, equity issues, and HR standards; provide employees with clear options, if available, direction, and fair timelines for follow-up action.
Notifies leadership on any matters that may have an adverse effect on the organization.
Supports manager and leadership by remaining current with employment laws, regulations, reporting requirements, and industry trends.
Assists in organization-wide communication as necessary.
Participates as HR liaison with OHRM, coordinating personnel documents, request status of vacant positions, vacancy announcements and personnel actions.
Ensures transactions are processed accurately and timely.
Prepares, updates and maintains employment records and reports related to hiring, transfers, promotions and terminations, accurately.
Assists with the coordination and tracking of personnel actions between OMB, Office of Finance, Office of the County Executive, and OHRM.
Attends quarterly Human Resources Community Liaison’s meetings.
Reviews applications, interviews applicants, make selection recommendations, perform reference checks, and obtain background check.
Qualifications
What You'll Need:
Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field; plus
One (1) year of professional level human resources experience.
An equivalent combination of education, training, and experience will be considered.

Preferred Qualifications:
Experience working in HR matters related to employee relations.
Experience applying collective bargaining agreements to recruitment & compensation matters.
Experience using SAP, NEOGOV or Human Captial Management System.
Experience in the public sector or Public Housing Human Resources.
