If this sounds like you, Montgomery ParksFacilities Management Division, located in Wheaton, Maryland is the place you want to be! We are currently seeking a dynamic, highly professional Building Operations Manager.
Facilities Management Division: The Building Operations Manager will be part of the Facilities Management Division. This Division of 118 staff provides for the care and maintenance of the Department’s physical assets including facilities, pavement, fleet, and major building systems.
Our Building Operations Manager is responsible for the management and maintenance of the Wheaton Headquarters building and tenant rental/leasing agreements. Opened in only 2020, WHQ is Maryland’s first LEED Platinum government building, and have an interior LEED Gold rating. Green features of the building include geothermal heating and cooling, integral solar panels, roof gardens, electricity generation, and gray water reuse. This 14-story high rise spans just over 308,000 square-feet and utilizes Siemen’s Desigo CC as its building management system. In addition to the Commission’s Montgomery Planning and Montgomery Parks departments, this mixed-use building’s tenants also include: Montgomery County’s Department of Permitting Service; Montgomery County Department of Environmental Protection; Mid-County Regional Services Center; Community Use of Public Facilities; Montgomery County Health and Human Services; and Montgomery County Department of Recreation
Our Building Operations Manager will be responsible for the development and maintenance of a budget of $2.9 million dollars. Responsibilities in this position include but are not limited to: serving as the direct supervisor of the three (3) Facilities Management career staff stationed at WHQ; development and maintenance of tenant leases and agreements; preparation and presentation of reports pertaining to property conditions; recordkeeping of tenant requests; oversight of WHQ building management; facilitation of fleet and asset management and asset procurement. This is a key supervisory position that requires strong leadership skills, considerable experience in modern building systems, grounds maintenance, staffing, and contracted maintenance and repair.

Examples of Important Duties
Develops and Manages Agreements, Leases, and Memorandums of Understanding
Develops and manage leases with tenants, inspects property annually to ensure lease compliance.
Enforces terms in all legal documents including Development Agreements, Memorandums, and Leases.
Supervises maintenance of records pertaining to: maintenance reports, lease agreements, budgeting expenditures and revenue, and inspection records. Ensures all records are filed as required and with the appropriate authority.
Wheaton Headquarters Building Management
Provides oversight of building maintenance, services, renovation and new construction projects.
Ensures proper functioning of systems including but not limited to: HVAC, electrical, plumbing, elevators, access, security systems, roof, doors and locks, and other major building systems.
Serves as a liaison between Wheaton Headquarters Staff and Department Program Administrator to ensure the building is clean and repairs are completed properly and in a timely manner
Administration, Documentation
Develops, dispenses, and manages budget for work program.
Develops daily work routine of assigned personnel.
Completes project and plan estimates and routine progress reports accurately and precedent to due dates
Important Skills and Characteristics
Experience in business administration; knowledge of local and state building codes and requirements.
Strong leadership and supervisory skills.
Skill in problem solving to select, organize and logically process relevant information (verbal, numerical, or abstract) to solve a problem.
Ability to provide effective oral and written communication.
Excellent customer-service skills.
Preferred Qualifications:
Experience with maintenance and repair of LEED office buildings.
Experience with tenant occupied office space buildings.
Experience in both developing and maintaining a budget.
Previous supervisory experience.
Working Conditions: Works in office or in the field. Works occasional evenings, weekends, and holidays. On-call 24 hours a day and seven days per week. Incumbents in this class must frequently: remain in a stationary position, move about to inspect properties, push objects, operate vehicles, communicate and exchange information with internal staff and the public, and be able to see for short and long distances. Intermittently, staff in this position must ascend and descend ladders and stairs.

Minimum Qualifications
Bachelor's Degree in Real Estate, Property Management, Park Management or any related field.
Four (4) years of experience in real estate property management or park management.
An equivalent combination of education and experience may be substituted, which together total eight (8) years.
Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
Pass Commission medical examination.
