DEFINITION Under general direction from the Chief Information Officer (CIO), this position is responsible for the installation, administration, security, and maintenance of the City of Novato’s enterprise-wide server and systems, providing server, hardware infrastructure, and end-user support. Manages and optimizes computer, software, and network systems to ensure high levels of confidentiality, integrity, and availability of the supported business applications.
SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Chief Information Officer. May exercise technical and functional direction over and provide training to lower-level staff.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Administers and performs regular maintenance on virtual and physical servers, databases, and server-based software.
Installs and maintains third party server-based applications and client software for enterprise use; oversees application upgrades and coordinates between shareholders during implementation.
Provides application troubleshooting and application enhancement support for City-wide enterprise desktop software; works closely with vendors in problem resolution.
Understands network hardware including routers, switches, and firewalls as required in the City’s environment.
Oversees, defines, and monitors critical path activities and resolves issues, or escalates to appropriate level as necessary.
Installs, tests, troubleshoots, and resolves problems with systems or applications, releases and puts them into production after successful testing.
Develops, updates, and executes disaster recovery plan.
Manages and monitors enterprise backup operations.
Plans and coordinates the creation and maintenance of SQL databases for third party applications, database software upgrades, database recoveries, evaluation of database software products, and the installation of application database related software.
Implements and enforces database standards, develops database scripts as needed for assigned systems.
Performs related data migration, conversion, maintenance, and extraction.
Performs varied systems analysis, design, and implementation work.
Researches, analyzes, and stays current with emerging security threats, vulnerabilities, and industry best practices.
Recommends, implements, and monitors security of the enterprise; includes establishing and monitoring procedures for data security and access to each system; preparing standard log-in scripts and establishing network access protocols for local and remote access.
Documents, designs, tests, and deploys the most complex hardware and software; creates and executes project plans and leads teams to ensure completion of assigned goals.
Assists in the preparation of and participates in negotiation and monitoring of vendor contract agreements.
Researches and evaluates new products and trends for applicability to the City environment; recommends system software changes and modifications and hardware; collaborates with cross-functional teams to identify and implement technology solutions that support business objectives.
Works directly with IT staff, users, and vendors to support complex hardware and software, resolve problems, and recommend solutions as appropriate.
May be responsible for training City staff in the use of computer applications and tools.
Collaborates with the IT helpdesk to resolve user issues in a timely manner.
Maintains accurate documentation of system configurations, procedures, and troubleshooting steps.
Maintains current technical knowledge at an expert level and provides support to IT staff and users.
Mentors next level staff as required.

Typical Qualifications
QUALIFICATIONS: Knowledge of:
Knowledge and expertise with Windows Azure/Intune.
Expertise with SQL databases or programming a plus.
Experience with common City applications such as Computer Aided Dispatch, GIS, police systems, land management systems.
Strong understanding of computer systems, networking, and IT infrastructure.
Expert level knowledge in VMWare, Veeam, Windows Server, Active Directory and Exchange/O365.
Principles and practices of information security, and pertinent laws related to information security.
Working Knowledge and experience with Cisco Call Manager, Cisco Unity Connection, SQL server, scripting languages, network hardware.
Patch management and software maintenance.

Deploy, install, upgrade, and continuously improve the City's operating environment, and maintain the ongoing reliability, performance and support of the Information Technology infrastructure.
Administer application installation, maintenance, software updates, user account management, documentation, and support.
Support identity management infrastructure and participate in disaster recovery and business continuity planning and implementation.
Ensure redundancy and stability for all critical systems and data protection, backup, and recoverability.
Schedule and perform system maintenance to ensure high availability of all components of the City’s systems and databases.
Install, maintain, and administer operating systems on all virtual and physical servers.
Perform other duties related to the position as assigned.
Experience and Training - Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
Five years of technical and progressively responsible and varied experience in installing, maintaining, and troubleshooting computer systems, servers, and networks.
5+ years hands-on experience maintaining enterprise IT infrastructure.
5+ years hands-on experience deploying, administering, and upgrading VMware vSphere, including vCenter, ESXi, vCenter Networking (VMKernel Adapter, ISCSI Initiator, Distributed Switches), and vSphere Clustering, including DRS and HA.
Skilled in system administration and networking within Windows and Linux based systems.
Training: Equivalent to an Associates in Arts degree from an accredited college in information technology, computer science, management information systems, or a closely related field.
License or Certificate: Possession of, or ability to obtain, a valid California driver's license and proof of automobile liability insurance as required by the position.
Any relevant certifications (e.g. CompTIA A+, VMWare, Network+, Microsoft Certified Associate) are highly desirable.
Linux/Ubuntu experience is highly desirable.
Additional Information
Working Conditions and Environmental Conditions: Office environment utilizing computers. Duties require positions to, on a continuous basis, sit at a desk for long periods of time; intermittently walk, bend, or stoop while installing/repairing equipment; twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write or use keyboard to communicate through written means; and lift or carry weight of 50 pounds or less and occasionally requiring work in confined spaces. Ability to travel to different sites and locations and include on-call hours.
