This is a professional and managerial position which serves as the principal assistant to and complements the duties of the Planning and Development Director. The position is responsible for overseeing the operations of assigned divisions within the department which could include Planning, Enforcement, Engineering and/or Building Divisions. Work involves administering assigned divisional activities. Assists the Director with overseeing the divisions' plan and budget. Work also includes representing the divisions at top level city meetings, as well as board and commission meetings as directed.
SUPERVISION
Work to be performed under the direction of the Planning and Development Director. Supervision is exercised over diverse professional, paraprofessional, technical and clerical personnel. Work is reviewed through performance appraisals, conferences, public sessions, reports and an analysis of results obtained.
ESSENTIAL FUNCTIONS OF WORK
(May not include all duties performed.)
Evaluates the performance of subordinates; selects applicants to fill vacant positions; oversees staff development; conducts staff meetings; assists with problem solving; handles disciplinary actions, as needed.
Coordinates the directives of the City Manager's office, City Council and City Boards and Commissions and Director of Planning and Development with the capabilities of the department's staff; assigns staff members to projects; monitors projects' progress and prepares staff presentations for public meetings and work sessions.
Responds to inquiries and complaints from the general public, other departments, outside organizations, developers etc. Responds both orally and in writing to questions and concerns.
Prepares annual work program, budget, and five year plan; ensures proper budgeting of resources; responds to questions regarding same.
Represents the department and the City at various meetings; prepares and presents reports at City Council meetings; responds to questions.
Communicates development standards to landowners and developers.
Communicates zoning and property maintenance standards to property owners and the public.
Performs other related work as assigned.
MINIMUM REQUIREMENTS OF WORK
Possession of a bachelor's degree in urban planning, civil engineering, or public administration or related degree and ten years of progressively responsible experience in urban planning or public administration; or any equivalent combination of training and experience that provides the following knowledge, abilities, and skills:
Five years of government and/or managerial experience in planning and development.
Knowledge of the principles and practice of municipal planning and development.
Knowledge of the role of the Planning, Enforcement, Building and Engineering operations in modern municipal government.
Knowledge of the state statutes and city ordinances which govern municipal planning processes.
Knowledge of the principles of modern public administration.
Knowledge of the principles of supervision.
Knowledge of the city's area plan, work program, budget, and 5-year plan.
Ability to evaluate and coordinate the work of the city's Planning, Enforcement, Building, and Engineering Divisions.
Ability to select appropriate staff for varying projects for the greatest possible benefit.
Ability to represent the department before the City Council, City Manager, City Boards and Commissions and varying public interest groups in a professional manner.
Ability to establish and maintain effective working relationships with diverse groups within and outside city government.
Ability to communicate effectively both orally and in writing.
Ability to establish compatible and effective project teams.
Ability to collaborate with Director of Planning and Development and executive team to advance the department's goals and objectives.
Ability to exercise discretion with confidential information and project plans.
Possession of a professional certification in engineering, planning or building or ability to obtain within 12 months of employment.
