Coordinate emergency management and disaster preparedness programs, projects, and services that are inter-jurisdictional and regional in scope.
Oversee day-to-day emergency management and disaster preparedness programs.
Maintain the Emergency Operations Center (EOC), including equipment management, service review, and ongoing updates.
Serve as a resource to City staff in the Emergency Operations Center during activations and exercises. Complete After-Action Reports (AAR) and restock of EOC.
Assists in the activation and coordination of the EOC during infrastructure failures, as well as local and regional emergencies involving man-made and naturally occurring disasters, etc.
Establish and coordinate emergency planning services and provide public educational information on emergency mitigation, preparedness, planning, response, and recovery with the City, school districts, adjacent jurisdictions, utilities, businesses, industry, other governmental agencies, and community groups. Prepare specialized disaster plans designed to meet the needs of various sections of the community.
Plan, design, and execute emergency response exercises to test plans and systems and incorporate lesson learned in the jurisdictions’ emergency plans.
Develop and coordinate mutual aid and resource assistance agreements.
Coordinate with various agencies to establish evacuation plans, including establishing emergency support functions, resolving special needs issues, and improving plans and procedures.
Ensure continued compatibility with applicable rules, regulations, and legislation to maintain operational efficiency.
Develop new plans and update existing ones to include an Emergency Operations Plan (EOP), a Continuity of Operations Plan (COOP), Evacuation Plans, a Mass Care and Shelter Operations Plan, a Recovery Plan, a Debris Management Plan, a Multi-Jurisdictional Hazard Mitigation Plan, and others.
Develop and manage the Homeland Security initiatives supported by grand funds and make recommendations for allocations.
Assure readiness of emergency operations personnel, facilities, and resources.
Act as a liaison and coordinator between County agencies, private sector, local jurisdictions, and State and Federal agencies as it relates to emergency management.
Prepare checklists and emergency procedures manuals.
Develop and write appropriate reports.
Assist in coordination of Community Emergency Response Team (CERT) program activities.
Prepare analytical and statistical studies, research projects, and special projects as assigned.
Develop, coordinate, and conduct emergency preparedness response training, including facility evacuation and all required National Incident Management System (NIMS) training for City staff.
Represent the City at Unified Disaster Council (UDC), operational area, regional and state level meetings related to emergency preparedness.
Coordinate and collaborate with San Diego North Zone and regional Emergency Preparedness cooperators.
Supervise the maintenance of emergency preparedness records and files to assure compliance.
Prepare, monitor, and make recommendations for programs’ budgets.
Administer and submit all City-related disaster relief and reimbursement claims to the State of California Governor’s Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA) in compliance with applicable laws and regulations as a result of disaster declarations affecting the City; manages and coordinates with all City departments to collect supporting documentation for reimbursement claims.
Research and identify potential hazards or specific threats in the communities and develop action plans including: monitoring natural disasters, hazardous spills, biological, and chemical attacks, and other acts of terrorism.
Makes recommendations in the development of a coordinated critical infrastructure and telecommunications in regard to Emergency Preparedness Plan.
Work with schools, health care facilities, businesses, utilities, and other critical facilities and infrastructures in emergency planning and preparedness initiatives.
Give presentations to groups, such as City Council, City staff, and outside groups as needed.
Supervise employees or volunteers; monitor workflow; assign and prioritize work activities; recommend method and procedures.
Perform other duties as assigned or required.
Environmental Conditions: Standard office setting with some travel to various locations to attend meetings or respond emergency scenes, disasters, or critical incidents; occasional exposure to noise, dust, grease, smoke, fumes, airborne particles, noxious odors, gases, and all types of weather and temperature conditions; may occasionally work near moving mechanical parts, in areas of limited and restricted entry and exit, and in high precarious places; extensive public contact; typically a moderate noise environment, but may grow louder during emergency situations; may be require to work extended hours, including evenings and weekends and may be required to travel outside the City boundaries.
Physical Conditions: Primary functions require sufficient physical ability to work in an office setting and operate standard office equipment. Continuous sitting an upward and downward flexion on neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch or grab to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20lbs. from below waist to above shoulders and transporting distances up to 50 yards. Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasp to manipulate reference books and manuals; lifting objects weighing 20-35 lbs. from below waist to above shoulders and transporting up to 50 feet; operate a vehicle to travel to various locations; operate various equipment, apparatus, and tools; verbally communicate to exchange information.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and operate equipment.
Hearing: Hear in the normal audio range with or without correction.
Selection Process: All applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. The process may include a written and/or oral examination to assess job-related education, experience and training. Candidates who successfully complete the examination process will be placed on an eligible list according to their scores and will remain eligible for employment consideration for a minimum of six months.
