The Los Angeles County Office of Education (LACOE) is seeking qualified individuals with a strong financial management background for the position of Head Start Delegate Fiscal Lead.
Under administrative direction, monitors, assesses, and advises on the allowable and optimal utilization of grant funds allotted to delegate agencies or partner agencies for the delivery of Head Start and/or other early learning services to families and communities under the guidelines and mandates of the grant; provides review of overall financial management systems and fiscal support for assigned agencies; assesses training needs and builds organization capacity; serves as the primary fiscal lead between the grantee administration and partner agencies.
The Well Qualified Candidate Will Possess the Following
Knowledge:
Principles and practices of financial management including internal controls, accounting, auditing, generally accepted accounting principles (GAAP), and related regulatory standards articulated by the Office of Head Start, Internal Revenue Service (IRS), AICPA, California Department of Education (CDE), OMB, and GASB
Methods of financial, managerial, and trends analysis for making informed data driven decisions
Business operations and administrative practices, including principles and practices of human resources management, process and project management, procurement, and contract administration
Organizational design, assessment, development, and needs analysis
Principles of instructional design
Applicable laws, codes, and regulations, including fiscal laws for both public and non-profit organizations, federal and state program regulations and policies that apply to the management and administration of categorical and discretionary programs, including Head Start/Early Head Start and State Preschool programs

Required Education and ExperienceEducation: A bachelor’s degree in accounting, finance, business administration, public administration, or other field closely related to the job requirements of this classification, from an institution of higher learning recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.
Experience: Five years of experience in analyzing, compiling, and reporting accounting data; conducting audits or performing financial management, including one year of fiscal experience in a public agency.
Equivalency Provision: Graduate coursework in the field of accounting, finance, public administration or business administration from an institution of higher learning recognized by the Council for Higher Education Accreditation, may substitute for required experience on a year-to-year basis for up to two years, excluding the one year of required experience in a public agency.
