Job Summary: | The Department of Employee and Labor Relations at SUNY Downstate Health Sciences University is seeking a full-time Personnel Associate. The successful candidate will: - Administer the time and attendance monitoring program, overseen by the Director and Assistant Director.
- Ensure that notices are prepared about the program for supervisors and employees.
- Ensure that ongoing consultations are provided to supervisors about the program.
- Ensure that reports are reviewed for the program and that the required actions is taken, including assurance of a notice to counsel, and/or attendance watch letter.
- Advise employees and supervisors on T&A inquires and needs.
- Conduct reviews of requests for attendance watch and reviews with the Assistant Director for completeness within a month of receipt. Unless an exception is granted, requests for attendance watch are to be handled within- two weeks of the time all necessary documentation is received. Requests for any necessary documentation are to be made the same week as the initial request is received.
- Conduct reviews of requests for discipline related to T&A and prepares NOD's for review within a month of receipt.
- Prepare all related correspondence and negotiate settlements.
- Respond to inquires made by supervisors' regarding T&A policy/issues on a regular basis.
- Prepare reports for AVP as requested.
- Draft the holiday designation letters for all bargaining units for the Director and Assistant Director's review. Make recommendations where appropriate. Answer questions effectively. Identify policy aspects for upper management as needed. In addition, draft the Waiver of Holiday Compensation memoranda and processes yearly work-related clothing requirements.
- Assist In keeping the Labor Relations Budget updated and processing purchase requisitions, i.e. supplies, equipment etc. as well as travel and other payment transactions within the established State guidelines and deadlines. Keep AVP aware of any budget developments on a regular basis.
- Review the labor relations e-mail account on a daily basis and flag issues to supervisory OELR staff as appropriate.
- Provide support in producing the monthly and annual reports and other reports as assigned under the direction of the Assistant Director and other supervisory staff. Assist in the coordination of the gathering of statistical information from all Labor Relations personnel. Maintain backup material for reports that are generated.
- Handle disciplinary cases as assigned. Unless an exception is granted, completes investigation and issues all charges within 90-days of assignment. Ensure that all investigations, interrogations, notices of discipline, agreements and attendant procedures comply with union contracts, and State and local policies covering the issues involved. Carefully research all claims. Ensure that disciplinary charges are supported by evidence. Prepare and present effective cases on behalf of management. Consult with OELR supervisory staff on all prepared charges, penalties and settlements.
- Handle grievances as assigned. Conduct Step 1 grievance meetings and issue Step 1 decisions for all bargaining units. Avoids and resolves grievances where feasible. Conduct grievance meetings in accordance with contractual procedures. Advocates effectively for management at steps above the local level. Issue well-reasoned grievance decisions within applicable time limits. Handle cases as assigned, unless an exception is granted, see that first grievance step is completed within 30-days of assignment. Consult with OELR supervisory staff.
- Review counseling sessions and consults with supervisors on counseling procedures. Ensure that supervisors receive accurate information on when and how to counsel. Review counseling summaries for form before they are transmitted to the personnel file. Return counseling memos to supervisors for changes to conform to SUNV Downstate standards using form letters.
- Liaison with SUNV Counsel and Attorney General; track cases; assist Counsel with any requests.
- Provide support for supervisory OELR staff in research, investigations, and projects accurately and promptly; draft correspondence as needed.
- Participate in training programs. Be competent to train supervisors by participating in training sessions and training development seminars.
- Perform other duties as assigned. Ensure assignments are completed on time. Ensure assignments can be used for the Intended purpose. Specifically, ensure documents are submitted in a style appropriate to the message and the receiver. Ensures documents are in proper and appropriate language. Ensure recommendations are reasonable and in line with any instructions received. Ensure documents and any attachments normally are complete and ready for use and that documents comply with instructions given.
