The Director of Climate & Infrastructure Policy serves as a member of the U.S. Government Affairs team with the mission to promote the company's interests and influence policies and outcomes at the federal level that impact Siemens' reputation, financial position, and ability to operate. The GA director will implement federal stakeholder engagement and advocacy initiatives across the executive and legislative branches of government with Siemens businesses to protect critical markets, drive business growth, and promote Siemens as a partner of choice. The GA Director will play a leading role in shaping the company’s public policy positions, and design and execute government affairs strategies to realize objectives. This includes the proactive identification of political, legislative, and regulatory risks and opportunities. The position is tasked with establishing and fostering strategic relationships with elected officials and policymakers to increase awareness and understanding of Siemen's value as an engaged corporate citizen, infrastructure provider, and technology company.
In this highly influential role, you will:
- Monitor and analyze emerging regulatory and legislative issues at federal level relevant to Siemens businesses. Exercise strong judgment on complex topics at the intersection of business and government to develop and execute legislative and regulatory strategies to benefit the company’s interests. Identify proactive policies and legislation to positively impact and grow Siemen's business and defend against or mitigate harmful government proposals.
- Effectively influence government policy to help increase demand for Siemens businesses. Establish and grow relationships with targeted stakeholders and policymakers across the executive, legislative and regulatory branches of the federal government to advance Siemens’ legislative agenda in support of business priorities. Help to manage the company’s high-level, complex, controversial, or critical government relationships at the federal level.
- Understanding of the grid, electrification, buildings, and renewable sections of the Inflation Reduction Act and the Infrastructure Investment and Jobs Act.
- Assist with advocating and advancing positions on target legislation with the capability to represent the company on specific issues, this includes opportunities for policy thought leadership, and driving policy from ideas to enacted legislation.
- Leverage relevant industry/subject matter expertise to guide legislative priorities for Siemens (energy/climate, grid modernization, buildings, energy efficiency, DER, renewables, electrification).
- Work across Siemens businesses and internal functions (communications, legal, compliance, HR, etc.) to effectively design and execute state and local government affairs initiatives.
- Experience in staffing, briefing, and developing executive engagement plans.
- Understand business priorities, growth opportunities, and potential risks to inform business and policy objectives in target energy industries and sectors.
- Manage and coordinate external advocacy efforts, outreach programs, and key initiatives in concert with Siemen's business objectives at the federal level. Develop and execute political programs, grassroots/grass tops, and advocacy/thought leadership initiatives.
- Represent the company’s position on legislation and policies to governments, industry/trade, and business/civic organizations.
- Seek out opportunities to access public funding in support of business interests (i.e., government incentives, procurements, research, P3s). Support public and private sector opportunities, as well as support private sector work that requires government approvals (i.e., planning, zoning).
- Deliver political and policy intel, research, and analysis.
- Leverage digital know-how and proven expertise in government relations/public affairs to effectively influence.
- Secure and support elected official site visits and meetings in the U.S.
Basic Requirements
- 8+ years of public policy experience, including experience at the State or local government level, U.S. legislative or executive branch, and corporate government affairs.
- 8+ years of demonstrated ability to develop strategic political solutions to complex and critical problems.
- 8+ years of experience advocating for public policy issues relating to climate, energy, infrastructure, and advanced manufacturing.
- BA or BS degree required.
- 8+ years of demonstrated expertise in crisis/issues management.
- 8+ years of successful record of managing complex public policy analysis and advocacy strategies, including policy communications with senior government officials.
Preferred Requirements
- JD, MBA, or advanced degree in an applicable field preferred.
- Demonstrated analytic ability is preferred.
- Strong business acumen and ability to engage and influence senior executives and high-level government officials.
- Utilizes expertise and existing relationships on the local, state, and federal levels, as well as across key industries to assist Siemens in moving key business initiatives forward.
- Utilizes working knowledge of relevant national policy and government affairs issues related to Siemens’ business to proactively identify emerging issues and develop policy and government affairs strategies and messaging.
- Demonstrated expertise in communicating complex, technical, or policy issues to diverse, non-technical audiences.
- Ability to successfully lead cross-functional, matrix teams utilizing strong organizational skillset to drive and lead complex campaigns and projects.
- Strong writing and public speaking skills to communicate company positions on complex topics.
- Demonstrated analytic ability is preferred.

The pay range for this position is $172,700 - $296,000 and the annual incentive target is 20% of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
