Interfaces with external and internal stakeholders to coordinate project requirements managing the scope, schedule, budget, and safety performance of multiple construction projects. Planning, developing, implementing and reviewing complex engineering changes, equipment and material specifications, additions, and/or improvements to electric sites, and systems, and/or equipment using approved standards, procedures, codes, guides and criteria and other pole attachment related matters. Act as a liaison or project manager with regional staff or contractors performing services related to Company pole attachment projects. Negotiates complex contract and agreement terms; prepares contracts, leases, and other pole attachment documents; reviews and interprets property surveys, legal descriptions, engineering drawings, applications for pole attachments, other legal documents and environmental reports, and represents the Department in legal matters with in-house and/or outside counsel. Creates and maintains project files and documentation, conducts financial analyses, researches Company records and files, interprets engineering documents, rules, codes and specifications, and performs other necessary activities for assigned projects. Acts as a source of pole attachment information for personnel in other Departments and Business Units. Acts as a point of contact for governmental agencies and other external customers seeking information on wireline and wireless pole attachments, joint pole ownership matters, and utility practices. Reports regularly to the Manager on the status of projects and transactions and achievement of performance goals. Assists in directing / supporting Real Estate Reps in the day-to-date activities of pole attachment projects. Performs other duties as assigned by the Manager. JOB SCOPE Acts as a distribution pole attachment subject matter resource to internal departments and external customers relative to complex pole attachment related issues. No day-to-day supervisory responsibilities, but supports Real Estate Representatives assigned to distribution projects. Determination of appropriate courses of action relative to pole attachment issues is high. Independence of thought and action is high. Responsibilities are diversified and complex in nature. Involves the understanding and application of utility related distribution operations and pole attachment practices and procedures. Completion of specific tasks requires the exercise of independent judgment and decision-making authority. Work is subject to periodic review.
MINIMUM QUALIFICATIONS
Bachelor's Degree or Real Estate Broker's License and 4-7 years of business experience or in lieu of a degree, 6-9 years of business experience. At least 3-5 years of real estate transactional experience involving knowledge of legal descriptions and standard real estate practice and documentation. Proven negotiation skills. Demonstrated ability to organize complex projects, meet critical deadlines and assume primary responsibility for completion of assignments. Strong presentation ability and excellent written and oral communication skills. Proficient in Excel and MS Office Applications, including MS Access, PowerPoint, Word and MS Project.
