JOB SUMMARY
Manages resources, planning and implementation of environmental, health and safety projects to meet the organization’s needs in a timely manner and within budget. Manages multiple, complex projects simultaneously and ensures compliance with all applicable environmental, health and safety rules and regulations. Oversees project team members throughout the Sewer District. Serves as a subject matter expert in the areas of occupational health, safety and environmental compliance and industry best practices. ESSENTIAL FUNCTIONS
- Develops and manages scopes of each assigned project to include critically examining, assessing and evaluating data, current procedures, processes and alternatives to improve compliance with environmental, health and safety rules and regulations while effectively managing costs. Recommends courses of action that further the Sewer District’s goals.
- Manages the planning and implementation of environmental health and safety (EH&S) projects by coordinating resources and cross functional teams that include outside consultants. Ensures work is carried out per project plan in a timely manner and within budget. Plans short-term objectives, budgets and schedules for each project.
- Manages procurement and administration of outside professional consultants and vendors. Develops Requests for Proposal (RFPs), bid specifications, reviews proposals/bids and recommends contract awards.
- Analyzes data and processes to maintain integrity, timelines and quality assurance of current projects. Utilizes problem analysis and problem-solving skills to evaluate possible alternatives and recommend solutions to meet current project objectives. Identifies potential new projects.
- Researches, analyzes and evaluates possible solutions to identified problems. Presents solutions for discussion to obtain agreement.
- Provides subject matter expertise and guidance to internal and external customers.
- Builds and maintains good working relationships across all Sewer District departments.
- Mentors EH&S team members and interns.
- Performs other duties of a similar nature as may be required.
MINIMUM JOB REQUIREMENTS
EDUCATION
Candidate must possess bachelor’s degree preferably in Occupational Health and Safety, Environmental Science or a closely related field.
EXPERIENCE
- Candidate must possess seven (7) years of direct project management work experience in a lead role; experience must include use of project management tools, management of complex projects and administration of professional services contracts.
- Experience must include application or interpretation of environmental, health and safety rules and regulations, evaluation of operations, activities and projects to determine appropriate strategies for compliance.
- Experience in the wastewater and/or stormwater industry is required.

LICENSURE AND CERTIFICATIONS
- Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.

PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as climbing, driving, kneeling/squatting, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping with one hand. Ability to lift from floor to waist shoulder up to 20 lbs. on an occasional basis may be necessary. Position will require visual demands of accommodation, color vision, depth perception, far acuity and near acuity. Ability to withstand faint to moderate noise exposure for fifteen minutes or longer on a frequent basis is required. Exposure to environmental conditions such as respiratory hazards, outdoor work and wet/humid condition is encountered in this position.
Pay Range: USD, Commensurate with Experience
