Office of Mineral Resources – Mineral Income Division
The Mineral Income Division works closely with the State Mineral and Energy Board's (Board) audit section. This Division performs collection and accounting of revenue due the State from mineral leasing activity and production on State-owned lands and water bottoms on behalf of the Board.
The Division also performs audits of payor companies, including audits of major companies every three years, with auditors based in Houston, Texas, as well as Baton Rouge, Louisiana. The field auditors work onsite at payor company offices, reviewing company records of items such as product allocation, volumes production and disposition, sales revenue and deductions, and oil and gas contracts, to determine compliance with payment obligations.
Employees are eligible for flexible work schedules upon hire and up to 2 days of telework after 6 months.
LOCATION & POSITION INFORMATION:
This Auditor Manager position is located in the Mineral Income Division within the Office of Mineral Resources (OMR) in Houston, TX. This incumbent performs professional and managerial work in assisting in the direction of a comprehensive program in the extremely technical, complex and specialized area of mineral income auditing. The incumbent of this position performs highly responsible revenue and compliance auditing work of a highly technical and specialized nature involving the verification of mineral revenue payments to ensure the state is paid correctly on mineral leases of state lands and water bottoms and in accordance with the contractual terms of its mineral lease agreements. The incumbent assists in directing a comprehensive auditing program, revenue accounting system, and a highly sophisticated computerized revenue reporting system. The incumbent serves as principal assistant to the Director of Mineral Income and assists in the planning, development and promulgation of policies, standards, procedures, and guidelines to ensure the maximum collection of revenue accruing from the state's proprietary interest in minerals. Additional duties include, but are not limited to the following:
- Serves as principal assistant to the Director of Mineral Income.
- Assists the director in planning, implementing, and evaluating Royalty Reporting and compliance audit programs, including the Volume Audit program as well as concursus and escrow situations, of the division.
- Incumbent acts as primary liaison and coordinator for the Mineral Income division. This involves maintaining effective relationships with other state agencies, parish governments, and oil and gas companies in order to ensure an efficient, timely, and orderly flow of energy information.
- Incumbent monitors and evaluates state and federal legislative enactments and regulations. This involves evaluating both state and federal legislative acts to determine their impact on the activities of the State Mineral and Energy Board and the Office of Mineral Resources.
- Incumbent assists the director in coordinating the functions and operations of the Mineral Income Division with other agency divisions and offices.
- Makes recommendations to the director of the Mineral Income Division on certain audit matters, such as penalty waivers, billing issues, royalty payment Issues, etc.
- Incumbent performs any other duties assigned by the Audit Director 3 or Assistant Secretary.

MINIMUM QUALIFICATIONS:
FISCAL OPTION:
A baccalaureate degree with nine semester hours in accounting and an additional fifteen semester hours in any one or combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus four years of professional level experience in accounting, financial auditing, operational auditing, or compliance auditing.
GENERAL OPTION:
A baccalaureate degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus four years of professional-level experience in accounting, financial auditing, operational auditing, or compliance auditing.
SUBSTITUTIONS:
A certified public accountant (CPA) certificate, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation will substitute for the baccalaureate degree with twenty-four semester hours of the required coursework plus one year of the required experience.
A baccalaureate degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation will substitute for the twenty-four semester hours of required coursework.
A master's degree with a major in accounting, auditing, business administration, finance, management, economics, quantitative methods, public administration or information systems and decision science will substitute for the twenty-four semester hours of required coursework plus one year of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.
