The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The MDTA is seeking an experienced professional who understands investment management philosophy through the development of portfolio strategy, and leading a sound investment management process. The incumbent will provide oversight of the investment accounting system, support investment accounting functions, and prepare investment related schedules for the financial statements. Duties for this position include, but are not limited to, the following:
- Portfolio modeling, including comparisons of term structure, option adjusted duration, and convexity relative to benchmark bond indices;
- Trade execution, including senior management notification/justification, solicitation via Bloomberg terminal, bid/offer evaluation, option adjust spread analysis, nominal spread analysis, relative value analysis, make-whole call analysis, trustee bank communications, trade settlement resolution.
- Cash flow modeling, including bond service accounts, debt service reserves, capital spending accounts, and longer-term reserves;
- Total Return Performance calculations, including Internal Rate of Return formulas, external cash flow updates/calculations, market value and accrued interest inputs/calculations for fixed rate and index based variable rate securities;
- Board and Finance Committee meeting reports and other state reporting requirements, including total return performance comparison tables, fiscal and monetary policy, economic/rate environment, relative value, dealer trade allocation, risk/return historical analysis, performance attribution explanations.
- Contract management for Bloomberg & Investment Accounting System to include invoice review and approval for Municipal Advisory contractors, Bloomberg, and Investment Accounting System.
The incumbent in this position will report directly to the Deputy Director of Finance. The current vacancy for this position is in Baltimore, Maryland, in the Finance Unit. The eligible list established from this recruitment may be used to fill future vacancies at other facilities throughout the MDTA. Hybrid telework schedules may be available for this position.

Qualifications
Education: Possession of a Bachelor's degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university.
Experience: Seven years of experience in professional accounting, auditing, budgeting, fiscal or financial management. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
The ideal candidate will possess:
- Experience with Total Return Management, Option Adjusted Duration Management, Management to Benchmark indices, Bloomberg proficiency, Time Value of Money and Relative Value Application, and Bond Portfolio Management
- Strong analytical mindset, exceptional problem-solving skills, and a passion for investment management
- Ability to make sound decisions through a deep understanding of investment management best practices and policies/procedures with a strong risk mindset

NOTES
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
