Job Abstract

Essential Job Functions:

• Researches and responds to interpretative questions, regulatory matters and issues pertaining to the application of FINRA and SEC financial, operational, recordkeeping and reporting rules, and financial accounting and reporting standards applicable to broker dealers.
• Represents FINRA in meetings with other regulators, external conferences, industry committees, et al, to provide technical advisement on financial, operational, accounting and related regulatory issues and other initiatives.
• Drafts rule interpretations and other documents to communicate technical guidance to staff and member firms.
• Conducts research and prepares reports and analysis of new and proposed rules, complex regulatory topics, industry practices and their effect on, and application to, broker-dealers.
• Provides training and education to FINRA staff on relevant topics and industry developments.
• Serves as subject matter expert and works with staff, firms, industry groups and other regulators to resolve financial, operational and related interpretative and other issues.  Provides guidance on the application of FINRA and SEC rules to firm specific practices and proposals.

Other Responsibilities:

• Participates in and leads special projects and initiatives as assigned.
• Assumes other duties as assigned by management.

Education/Experience Requirements:

• Bachelor’s degree in accounting, finance, or business administration and a minimum of ten (10) years of broker-dealer financial, operational, auditing, or regulatory experience required; or an equivalent combination of education and experience.
• Supervisory experience dealing with technically complex broker-dealer financial or operational issues a plus.
• Expert working knowledge of broker dealer financial and operational practices, including net capital, accounting, customer protection, clearance and settlement, margin and regulatory reporting requirements.
• Advanced knowledge of SEC and FINRA financial responsibility rules, generally accepted accounting principles and risk management practices pertaining to broker-dealer business activities.
• Excellent interpersonal, analytical, written and verbal communication skills.
• Strong organizational skills.
• Ability to be flexible in response to competing priorities

Working Conditions:

• Work is performed in an office environment. Extended hours may be required.

In addition to location, actual compensation is based on various factors, including but not limited to, the candidate’s skill set, level of experience, education, and internal peer compensation comparisons.

California: Minimum Salary $146,200, Maximum Salary $296,100

Washington, DC/Maryland: Minimum Salary $146,200, Maximum Salary $283,800

Colorado/Hawaii: Minimum Salary $127,300, Maximum Salary $246,600

New York, NY: Minimum Salary $152,700, Maximum Salary $296,100

Washington: Minimum Salary $127,300, Maximum Salary $283,800

Time Off and Paid Leave*

Important Information

FINRA’s Code of Conduct imposes restrictions on employees’ investments and requires financial disclosures that are uniquely related to our role as a securities regulator. FINRA employees are required to disclose to FINRA all brokerage accounts that they maintain, and those in which they control trading or have a financial interest (including any trust account of which they are a trustee or beneficiary and all accounts of a spouse, domestic partner or minor child who lives with the employee) and to authorize their broker-dealers to provide FINRA with duplicate statements for all of those accounts. All of those accounts are subject to the Code’s investment and securities account restrictions, and new employees must comply with those investment restrictions—including disposing of any security issued by a company on FINRA’s Prohibited Company List or obtaining a written waiver from their Executive Vice President—by the date they begin employment with FINRA. Employees may only maintain securities accounts that must be disclosed to FINRA at one or more securities firms that provide an electronic feed (e-feed) of data to FINRA, and must move securities accounts from other securities firms to a firm that provides an e-feed within three months of beginning employment.
