FMS Program Analyst, Senior
The Opportunity:
As a program management specialist for Foreign Military Sales (FMS) projects, you know the complexities of supporting a project from concept to completion. Many FMS programs require a significant investment of limited resources, and it’s imperative to keep the project on a productive path. That’s why we need you, an experienced program management specialist who can help ensure success through careful analysis and effective communication.
On our team you will support U.S. Navy FMS programs, you’ll develop and analyze cost, schedule, and performance and have regular interactions with U.S. government and international partners to coordinate the development and implementation of security cooperation and assistance in support of a Navy office including planning, communication, outreach and foreign customer support services. You will identify and analyze solutions supporting the successful delivery of a complex security and cooperation program. You will help determine and refine program requirements.

You Have:
- 5 years of experience with security cooperation and assistance programs working with foreign clients
- Experience working with foreign clients and export control, including International Traffic in Arms Regulation (ITAR) issues and analyzing international security cooperation policy
- Experience with DoD procedures programs associated with FMS cases, including in the Security Assistance Management Manual (SAMM), FMS case Letters of Offer and Acceptance (LOA) and the associated processes for LOA case development, case modifications, and amendments
- Experience in use of Foreign Military Sales (FMS) case management and financial tracking systems, including Defense Security Assistance Management System (DSAMS), and Security Cooperation Information Portal (SCIP)
- Knowledge of specific U.S. Navy security cooperation FMS tools, including Management Information System for International Logistics (MISIL), Case Development Automation Tool (CDAT), and Case Execution Performance Tool (CEPT)
- Secret clearance
- Bachelor's degree

- Knowledge of Naval Sea Systems Command (NAVSEA) security cooperation policies and processes
- Possession of excellent problem-solving, research, and analysis skills
- Possession of excellent verbal and written communication skills, including presentation skills

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,600.00 to $172,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
