Neighborhood Services Manager
We are seeking a dynamic individual to join our team as the Neighborhood Services Manager within the Planning and Neighborhood Services Department. The primary objective of this role is to provide administrative direction,management, and supervision while coordinating the activities and operations of the Neighborhood Services Division.Key responsibilities include overseeing general nuisance and zoning code enforcement, graffiti abatement, homeless camp clean-up, abandoned vehicle parking enforcement,collaborating with other divisions, departments, and external agencies, and offering highly responsible and complex administrative support to the Planning and Neighborhood ServicesDirector.Neighborhood Services Division has approximately 35 FTEs and values itself as an agency that seeks voluntary compliance and has the necessary tools in place to effectively resolve more challenging cases. The staff is eager to have a leader who listens, is an open communicator, and values a positive and inclusive culture.

Essential Job Functions - the basic job duties an employee must be able to perform:
Develop, implement, and supervise a code enforcement program involved in the efficient and effective enforcement of codes
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures
Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs
Recommends modifications to Code Enforcement programs, policies, and procedures as appropriate
Plans, directs, coordinates, and reviews the work plan for assigned staff involved in investigating code violations and initiating procedures to abate violations
Participates in field activities and investigations
Reviews reports prepared by Code Enforcement Officers and may issue citations/prepare requests for criminal complaints as appropriate
Assign work activities, projects, and programs to staff
Review and evaluate work products, methods, and procedures; and meet with staff to identify and resolve problems
Serves as the liaison for the Neighborhood Services Division to other divisions, departments, and outside agencies
Ability to:
Oversee, direct, and coordinate the work of staff members
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals
Prioritize, organize, and manage multiple projects
Establish and maintain effective working relationships
Communicate clearly and concisely, orally and in writing; prepare clear and concise reports
Successful candidates will have
Bachelor’s degree from an accredited college or university with major coursework in a related area of study
Five years of full-time, professional experience in a related field, including twoyears of supervisory experience
One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience
Ideal candidates will also have
Experience working in a public-sector environment
Experience leading people through change management processes with transparency in mind
Experience working with all levels of an organization, from individual contributors to Executive staff

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
The background check process for this position includes being fingerprinted. Fingerprints will be used to check the FBI's criminal history records.
