Reporting to the Central Power Plant Manager, the Utilities Distribution System Manager is responsible for supervising the day-to-day operations of the Central Campus Chiller Plant (CCCP), Central Campus Utility Distribution Systems, as well as other satellite thermal energy plants. This position oversees mechanical, electrical, controls and metering maintenance and operations associated with related areas of responsibility. This position acts as a liaison between the Central Utilities Department and the Facilities Operations Department. In addition, this position is expected to develop a working knowledge of Central Power Plant (CPP), become competent in all administrative processes and to fill in for other management team members as needed. The ability to adapt independently to changing priorities, programs and organizational goals including implementation thereof; while establishing rapport with staff throughout the organization. 1. Supervises CCCP and Central Campus Distribution systems including operations staff to insure the safe and reliable delivery of utilities for University facilities and other properties. Coordinates all activities with Power Plant management to ensure the day to day and long term reliable and efficient delivery of steam, chilled water and electrical services to the University.2. Ensures all routine inspections and maintenance activities are performed in a timely manner and appropriate corrective actions are implemented as needed. 3. Communicates information to both plant management and plant personnel regarding equipment/system condition and performance, and provides suggestions for improvements.4. Ensures safety/environmental compliance, customer service, and employee/union relations are maintained. 5. Manages the chilled water and steam distribution system shutdowns to provide minimum impact to customers, while completing repairs in the most cost-effective manner possible. Coordinates these work activities as appropriate with other departments such as Physical Plant.6. Supervises the workforce to include hiring, scheduling, employee relations, and discipline. Trains and develops employees and ensures they acquire and maintain all required training proficiencies, which includes environmental, safety, regulatory and primary job skills training. Implements University policies and procedures related to staff relations. Maintains appropriate records as required. Manages shift scheduling and payroll functions including resolution of problems.7. Oversees the maintenance of the chilled water, steam and condensate metering system utilized by the University, which includes calibrations, repairs, transmission and data acquisition as well as implementing upgrades when appropriate.8. Plans, schedules and oversees work of outside contractors and vendors to ensure that all work is completed according to contracts and specifications. Plays a key role in developing detailed job scopes and soliciting and evaluating competitive bids. Supervises all vendor services to optimize the value of these services for the benefit of the University. 9. Establishes and maintains an enhanced Preventative Maintenance program for Distribution Systems and CCCP. Schedules, issues out work, and closes out all work orders when completed. Implements and documents all unscheduled maintenance and repairs. Rolls all new equipment into the Preventative Maintenance program. 10. Performs procurement functions to ensure that the work team has adequate spare parts, tools, equipment and material necessary to adequately maintain all critical systems. Researches equipment and material replacement / repair options, always seeking to drive down costs and improve system reliability. Develops bid specifications for equipment, materials and services. Evaluates the resulting bids and implements approved purchases. 11. Provides technical support to staff. Assesses, evaluates and resolves system and equipment failures with the intent to prevent future failures.12. Assigns and documents all “Call Before You Dig” marking requests.13. Engages in all new University building construction and remodeling efforts to ensure Utilities participates in the design and implementation of distribution systems. Ensures staff is trained on the new systems prior to commissioning. 14. Supports the Construction and Engineering departments in the engineering, design, construction and commissioning of all major distribution, CCCP and metering projects as well as assisting the Plant Manager in minor projects. 15. Develops and maintains distribution system underground campus drawings, system one lines and manhole layouts.16. Responds for on-call / emergency response as required. 17. Performs other duties as assigned. Bachelor's degree in a related field and seven years of experience with complex distribution systems or an equivalent level of education and experience.
