Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC), we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. The Deputy Chief of Analytics provides leadership, innovation, and oversight for the data analytics and data management functions to produce data sets required to inform and develop insights and strategies for homeless and housing initiatives across the Los Angeles CoC. Reporting directly to LAHSA’s Chief Program Officer, they develop the data standards and deploy automation tools to obtain and process data from different sources to improve agency transparency and accountability. The Deputy Chief of Analytics constructs data sets to analyze, inform, identify trends, and support stakeholder decision-making. They build processing capacity and teams to support projects using statistical methods, modeling, analytical methodologies, and data analysis to drive and lead system solutions to resolve homelessness.

Essential Job Functions
Develop and execute strategic roadmaps for the Analytics Department, aligning with the organization's overall strategic goals and objectives.
Collaborate closely with stakeholders and funders to understand their needs, expectations, and insights requirements.
Provide visionary leadership to the Analytics and Data Management Units, ensuring synergy and excellence across the teams.
Initiate and lead analytical projects that optimize agency processes and ensure that the agency delivers actionable results and outcomes for our stakeholders.
Spearhead the transformation of an internal Analytics Infrastructure, optimizing tools, accessibility, reliability, and data clarity.
Establish a structured framework for internal KPIs, standardizing measurement and reporting procedures for teams/units & departments.
Responsible for data collection, analysis, and presentation of annual Homeless Count results.
Stay abreast of emerging analytics trends and technologies, ensuring the organization remains at the forefront of data-driven insights.
Attend LAHSA Commission, CoC, City and County of Los Angeles meetings regarding data analytics and reform efforts.
Performs other duties as assigned.
Knowledge, Skills & Abilities
Exceptional strategic thinking abilities, with the capacity to align analytics strategy with agency objectives.
Mastery in initiating & driving complex analytical projects.
Strong knowledge of data statistics.
Superior stakeholder management skills, adept at fostering collaboration and achieving alignment across different stakeholder levels, departments, and teams.
Knowledge and experience working with various technologies including, but not limited to the following is a plus:
ESRI suite of GIS solutions, including ArcGIS Desktop suite of software and ArcGIS Online or QGIS
Open Data Portals: Socrata, CKAN, etc.
Microsoft Dynamics 365
Salesforce or other CRM Platforms
Python or R
Google Scripts
Advanced skills with business intelligence software such as PowerBI, Tableau, and Looker.
Outstanding communication skills, capable of explaining difficult analytical concepts to non-technical stakeholders.
Extensive experience in implementing and optimizing analytics infrastructure and tools.
Training & Experience
Proven professional experience and educational background.
Master's degree in Analytics, Data Science, Business, or a related field.
Minimum of eight (8) years of progressive experience in analytics leadership roles.
Advanced proficiency in data visualization tools, programming languages, and analytics platforms.
Proven track record of successfully leading, mentoring, and elevating analytics teams.
Schedule
The Chief Executive Officer or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA's business needs.
