This is a highly responsible and independent fiscal position that manages all aspects of the Finance and Accounting department of FDOH-SJC including Vital Statistics. 

Provides leadership, management and directs all aspects of the FDOH-SJC’s Finance and Accounting and Vital Statistics departments. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance evaluations, planning and directing work, approving leave, and taking disciplinary action as appropriate.

Supervisory duties also include but are not limited to:

• Communicating on a regular basis with staff, both individually and w/regularly scheduled staff meetings.
• Providing guidance and assistance to promote employee development.
• Working with Human Resources to resolve employee relations concerns/issues.
• Ensuring staff complete required reports within established guidelines. 
• Reviewing and approving Employee Activity Reports and other applicable programs/reports for timely submission and appropriate information.
• Establishing and initiating training plans for necessary staff.

Serves as the Business Office Manager and duties includes but are not limited to:

• Contract Administrator:  Serves as the Contract Administrator and Contract Manager Supervisor as required by sections 287.057 and 215.422 of the Florida Statutes, for FDOH-SJC and performs duties as such. 
• Budget:  Coordinates all activities related to budget preparation for each fiscal year.  Prepares and enters appropriate budget information in required systems after coordination with department heads and Health Officer/Assistant Director.  Monitors budgets and works with department heads on potential budgetary problems throughout the year.
• Monitors grant spending to ensure activities fall within the scope of the budget while working with supervisory staff.
• Prepares, coordinates, and submits for approval the following reports timely including but not limited to:
  • Schedule of Expenditures of Federal Awards,  
  • Internal Control Questionnaire,
  • Annual financial statements, County Core Contract, and County quarterly reports
  • Annual operating budget,
  • Medicaid Cost Base Report,
  • Spending Plan

• Completes monthly reconciliation of financials in accordance with FDOH Policies and Procedures.
• Performs ongoing analyses of program finances and expenditures.
• Ensures accounts receivable and accounts payable processes are performed effectively, efficiently and in compliance with all applicable policies and procedures.
• Verifies invoices and corresponds with outside vendors on billing issues and monitors for completeness.

Serves as Chief Deputy Registrar for FDOH-SJC with duties including but not limited to:   

• Supervises Deputy Registrar and activities in vital statistics. 
• Provides direction and ensures compliance with policies and procedures concerning vital statistics operations.
• Oversees and ensures coverage of vital statistics office(s).

Assigned Purchasing Card responsibilities.  Use of the Purchasing Card must be in accordance with DOHP 56-14  and IOP 250-9.  This position is responsible for the preparation and approval of purchasing.

Serves as the Information Owner for Finance and Accounting and Vital Statistics. Ensures the integrity/confidentiality of all data sets in the program; complies with the information security protocols and procedures (DOHP 50-10); security and privacy of client information is maintained; disclosure of confidential information is released only after proper authorization has been obtained; and information that is exempt from public record disclosure is maintained in a confidential manner.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite): Secures and maintains Vital Statistics Registrar Certification, valid drivers license

Required Knowledge, Skills, and Abilities: including utilization of equipment, required for the position: 

Knowledge of the methods of data collection.

Knowledge of generally accepted accounting procedures, financial planning principles and internal controls.

Knowledge or computer applications: Microsoft Excel/Word

Skill in organizing data into a logical format and presenting budgets.

Ability to prepare financial statements and reports.

Ability to independently plan, prioritize, organize, and coordinate work assignments.

Ability to supervise people in an effective manner.

Ability to communicate effectively: verbally and in writing.

Ability to understand, and apply applicable rules, regulations, policies, and procedures relating to overall program budget and vital statistics.

Ability to solve problems and make decisions. 

Ability to prepare and maintain a variety of accounting records.

Ability to analyze and interpret accounting data.

.   Qualifications:

 Minimum.

• High School diploma or equivalent
• Two years or more experience in finance and accounting or fiscal auditing

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Valid driver’s license.  Safely move and lift supplies/equipment in excess 65 lbs if needed.
