Position Summary The purpose of this position is to assist the Human Resources Director in the management of Flagler County BoCC employee relations. The Human Resources Manager will assist in leading and directing the routine functions of the Human Resources Department including recruitment, interviewing and hiring, administering pay, benefits and leave, risk management, and enforcing policies and practices.
Essential Functions
Assists with recruitment, interviewing and hiring.
Oversees the daily workflow of the department.
Reviews and verifies incoming and outgoing documentation for completeness, accuracy and compliance with established policies and procedures.
Resolves or assists in the resolution of policy related or procedural problems and/or inquiries received from employees regarding employee relations.
Performs specialized technical tasks, such as spreadsheets, statistical analysis, and surveys.
Prepares documents and composes routine correspondence as required on specific policy and procedural issues.
Provides assistance and coordination in the development and maintenance of specialized human resources databases, software systems and manual filing systems.
May write and recommend personnel policy, procedural, and/or risk management improvements.
May conduct employment-related investigations into complaints of harassment, discrimination and any other violations of County policies or Federal and State laws regarding employment.
Assists in training of supervisory personnel in the practices of public sector employment laws.
Composes, types, and maintains correspondence for Human Resources Department as requested including memos and faxes.
Attends mediations, hearings, or trials as recommended by the Human Resources Director.
Coordinates the annual insurance policy renewal process for property insurance coverage, including the application process and proposals evaluation. Makes coverage recommendations.
Establishes safety inspection procedures, manages the facility safety inspection program, and performs safety inspections to identify potential hazards and prepares and recommends practical solutions to eliminate and prevent hazardous conditions. Performs follow-up inspections to ensure that corrective action is taken.
Reviews liability claims and assists insurance adjusters with property and liability claims.
Performs or reviews work-site inspections for hazard reduction and/or elimination and conducts accident/injury investigations (employees and public).
Investigates incidents that could result in compensatory events with insurance companies.
Reviews status of worker’s compensation claims with third-party administrator (TPA); serves as liaison with departments, legal counsel and TPA; makes recommendations for settlement; coordinates return to work and modified duty program.
Communicates in a professional manner with employees, claimants, and staff to gather information, disseminate information, and resolve minor difficulties associated with first party property claims, liability claims, and workers compensation claims.
Serves as the liaison between employees and insurance carriers/claims administrators to resolve insurance claim discrepancies for BOCC and Constitutional employees.
Maintains property and vehicle inventories and valuations.
Maintains claims log and monitor processing of general liability and auto liability and property and casualty insurance claims to ensure accurate and timely adjudication and settlement.
Researches, evaluates, makes recommendations, and produces data reports regarding risk management, loss control, and claims by analyzing causes, patterns, or trends of incidents and claims.
Acts as the Assistant Dean of Students for the Leadership Academy.
May serve on various committees.
May fill the role of Human Resources Director in the Director’s absence.
Performs related work as required.

Minimum Qualifications
Graduation from an accredited 4-year college or university with a bachelor’s degree in human resources, business administration, public administration, or closely related field, plus five (5) years of professional experience in public sector human resources.
Associate in Risk Management for Public Entities Designation (ARM-P) highly preferred and may be substituted for one year of experience.
A comparable amount of training and experience may be substituted on a year-for-year basis for the minimum qualifications.
Local Government (City or County) Public Sector Experience Preferred.
