San Mateo County Health is seeking highly qualified individuals for the position of Financial Services Manager I.
The Financial Services Manager (FSM) is responsible for providing supervision, staff support and coordinating a variety of financial support functions; assisting in the development, implementation and interpretation of line administrative policies and procedures; and training and directing assigned personnel. The FSM's responsibilities will include finance, budget administration, payroll management, purchasing, revenue collection, contract administration, clerical support, management analysis, research, program evaluation or other related functions.
The successful candidate will work as a member of the Reimbursement Team to achieve legal and regulatory reporting requirements as well as help determine the appropriate accounting amounts for supplemental revenue and patient revenue per GAAP and GASB. The FSM will maintain and provide analysis related to a wide range of reporting metrics and patient revenue metrics as well as provide analysis on ad-hoc requests with the guidance of the Reimbursement Manager. Excellent workpaper and accounting skills to create journal entries that are in the job scope are necessary. Detail support for all work and saving of work and documentation from sources (CAPH, DHCS, CMS, etc.) is required. Meticulous workpapers and files are necessary as they provide documentation for support with Federal and State agencies. The position requires preparing and maintaining complete and accurate workpapers that are able to be understood by auditors and management and that clearly show how they are supported by source documentation.
The successful candidate will have knowledge of Hospital accounts receivable process and Medicare and Medi-Cal regulations required. Reports required to learn include Medicare and Medi-Cal Cost Reports, P-14 Workbook, OSHPD reports, AB85 Realignment, and the Medi-Cal FQHC PPS Reconciliation Reports.
Due to the ever-changing supplemental revenue programs and legal and regulatory environment, this position requires ongoing, self-driven training to stay current on these topics. Significant changes are needed to be communicated to management. The selected candidate will oversee and coordinate work with internal and external partners and must be able to respond timely and effectively to State and Federal auditors regarding filed reports and supplemental revenues.
The FSM is responsible for maintaining and developing tools to make repetitive portions of the job more efficient. Preferred candidates should have a basic understanding of SQL for extracting data from databases and the ability to manipulate existing SQL queries with updated criteria as necessary. Additionally, experience with Excel and Access to their fullest potential is essential, along with an understanding of the proper tools for the job
The ability to self-direct, think forward, and stay self-motivated is necessary for success in the role. The successful candidate must be capable of explaining complex workpapers to staff and managers who may not have in-depth knowledge of the programs. Strong financial analytical skills are required to “deep dive” and thoroughly investigate details when necessary. The ability to think critically and ask clarifying questions to uncover the root of discrepancies is also essential.
Qualifications
County Status: Only current County of San Mateo employees in San Mateo County Health with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date may apply.
Education and Experience: Any combination of education or experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain qualify is:
Education:Equivalent to a bachelor's degree from an accredited college or university in accounting, auditing, economics or business administration or other field applicable to the responsibilities and abilities required by the position.
Experience: Three years of increasingly responsible experience performing a wide variety of financial duties in a large, complex public agency.
Knowledge of:
Advanced principles and practices of accounting, research methods and financial planning.
Basic principles and practices of County department operations and its administration and organization.
Advanced principles of financial administration, including public budgeting and reporting.
Principles of personnel training, supervision and evaluation.
Additional for the Operations Option:
Principles and techniques of systems analysis and design.
Computer systems and applications as used within the County.
Financial and operational activities related to a variety of County departments.
Skill/Ability to:
Coordinate section activities with other departments, programs and/or outside agencies.
Direct and participate in the analysis of a wide variety of moderate to complex administrative/operational problems and make effective operational and/or procedural recommendations.
Interpret departmental policies, guidelines and procedures; develop recommendations for improvements, as necessary.
Supervise, evaluate and train assigned personnel.
Communicate effectively both orally and in writing.
Perform complex mathematical and statistical calculations accurately.
Establish and maintain effective work relationships with those contacted in the performance of required duties.
