This professional, technical, and supervisory position oversees and manages all operations and maintenances of Frederick County's solid waste (SW) disposal infrastructure and allied recycling programs and initiatives. In addition, this position assures compliance with appropriate local, State and Federal regulations.
This position serves at the pleasure of the County Executive. Supervision is given to professional and support staff. Supervision is received from the Chief Financial Officer.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Manage sanitary landfill operations, recycling operations , transfer station operations, composting facility operations, landfill gas management and stormwater management in accordance with State and Federal operating permits
Supervise all solid waste management and recycling staff
Oversee all facets of staff hiring, evaluation process, supervision, and management
Evaluate and monitor staffing requirements and personnel needs within division; oversee professional development and training for a best-practice staff and operation
Develop, coordinate, monitor and administer capital and operating budgets; recommend budgetary changes in the funding of projects to the County Executive and County Council, as appropriate
Direct and coordinate the purchase and documentation of equipment and acquisitions
Review and complete employee performance evaluations
Compile and ensure timely submission of periodic compliance reports to local, State and Federal agencies
Prepare operational reports, analytical statements, State and Federal reports, etc.
Respond to customers as needed (e.g. answer questions, provide departmental information, make referrals, assure appropriate follow-through and resolution, etc.)
Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS
The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Bachelor's degree in an Environmental Management, Business Administration, or related field
Minimum 12 years of progressively responsible work experience in municipal solid waste (MSW) operations or MSW recycling facility operations
Minimum 3 years of supervisory work experience
Minimum 3 years of budgetary and administrative work experience
Intermediate skills in MS Office Suite
Possession of a valid automobile operator's license
Possession of State of Maryland Compost Facility Operators Certification, or the ability to obtain within six (6) months of hire
Possession of State of Maryland Sediment Erosion and Control Responsible Personnel Certification (formally Sediment and Erosion Control “Green Card”), or the ability to obtain within six (6) months of hire
KNOWLEDGE / SKILLS / ABILITIES:
Ability to maintain County Authorized Driver privileges
Working knowledge of MS Office Suite and other related computer programs, with the ability to effectively use automated procurement and work order software
Extensive knowledge of methods, materials, techniques and equipment used in the operation of MSW disposal systems and MSW recycling systems and programs
Extensive knowledge of potential hazards associated with MSW disposal work, with ability to effectively teach, apply and enforce appropriate safety precautions
Ability to demonstrate initiative and creativity in devising cost-effective recycling programs that provide alternatives to conventional waste disposal
Ability to effectively research, analyze and evaluate plans and projects, and to compile, prepare and analyze statistical information and reports
Ability to effectively prepare and administer budgets
Ability to effectively train, supervise and evaluate the work performance of assigned staff
Strong and effective spoken and written (English) communication skills, including the ability to compile and prepare clear, concise reports and, as needed, make presentations before elected officials and the general public
Ability to develop and maintain effective working relationships with co-workers and the general public
PREFERENCE MAY BE GIVEN FOR:
Experience with composting and yard waste processing operations
Current certification in one or more of the following; Manager of Landfill Operations (MOLO), Manager of Transfer Station Systems and/or Recycling Collections Manager, issued through Solid Waste Association of North America (SWANA)
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
While working in this position, the employee is required to constantly sit, reach and perform repetitive motions; frequently walk and drive; and occasionally climb
While working in this position, the employee is required to constantly work indoors, and is required to wear protective equipment; and frequently works outdoors, walks on uneven ground, works in hot temperatures above 100 degrees and cold temperatures below 32 degrees, works in a dirty and noisy environment. has has potential exposure to infectious diseases, chemicals and fumes
ADDITIONAL INFORMATION / EXAMINATION PROCESS
Available for recurring evening meetings for neighbors outreach and Solid Waste Advisory Committee meetings, and other evening/weekend hours as needed for special meetings and projects
Available on-call for emergency situations, which may include participation in DSWR emergency standby response schedule
