General Summary
The City ofCharlottesville Office of Human Rights is seeking a qualified candidate to join our team as a Human Rights Intake Specialist who is highly motivated and who strives for success by demonstrating Charlottesville's Core Values of Commitment, Integrity, Respect, Innovation, and Collaboration.
The Human Rights Intake Specialist performs responsible technical, clerical and support service functions for the Office of Human Rights and the Human Rights Commission, including primary responsibility for receiving incoming contacts, determining if request is a complaint of unlawful discrimination, and screening for appropriate service or referral. Work is performed under general supervision. Reports to the Director of the Human Rights Commission.
The preferred hiring range for this position is between$25.06 - $27.21 Hourly ($52,104.40 - $55,433.09 Annually).Starting offer is based on applicable education, experience, and internal equity. This is a full-time, non-exempt, position which provides excellent benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement, and continuing education/training opportunities.

The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS and there are certain provisions that must be met. Essential Responsibilities and Duties

Meets, greets, and receives incoming visitors/contacts to the Office of Human Rights via phone, email, and in-person visits; takes messages and/or directs appropriately.
Screens incoming contacts to determine whether a request for service involves a complaint of unlawful discrimination as defined by the Charlottesville Human Rights Ordinance.
Assists individuals who present an allegation of unlawful discrimination with filling an Office of Human Rights unlawful discrimination complaint form.
Provides accurate and appropriate information in response to routine and more advanced inquires, explains and interprets office policies and procedures, and stays up to date on community resources available and refers contacts to other programs, services, and/or resources available as needed.
Conducts follow-up with individuals receiving services, other community partners, and service providers; provides scheduling assistance, makes referrals to other departments or organizations, and help coordinate service provisions.
Assists individuals with preparing complaints for submission to state and federal agencies as needed.
Performs a variety of data entry tasks, collects and maintains accurate data related to individual contacts and enters/updates information into the appropriate administrative database and system.
Assists the Director with tasks and projects including but not limited to the development and revision of standard operating procedures for the Office of Human Rights.
Performs general clerical support duties for the Office of Human Rights, including but not limited to processing invoices, ordering equipment and supplies, processing/receiving incoming and outgoing mail, etc.
Performs administrative duties for the Office and the Commission, including but not limited to the preparation of meeting minutes and other materials, printing, collating, and assembling materials, project and investigation support, etc.
Performs research and other clerical duties for the Office of Human Rights, and the Human Rights Commission as requested.
As needed, assists other office staff with the creation and revision of outreach materials, and may prepare, proofread and/or edit memos, letters, reports, documents, data, presentations, and other materials.
As needed, attends community outreach events and shares information with the public about services provided by the Office of Human Rights and Human Rights Commission.
As needed, attends meetings of City Council and other City Boards and Commissions to listen, gather information, and report back to Office of Human Rights staff.
Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
Regular and reliable attendance.

Education, Experience and Skills
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.
High School diploma or GED and 2 years of experience related to direct customer service, clerical and/or administrative support.
OR
4 years of experience related to direct customer service, clerical and/or administrative support.
OR
An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Preferred:
Bilingual abilities.
Bachelor’s degree in public administration, business administration, management, psychology, social work or related field.
Work experience related to social service, civil rights, or human rights.
Certifications/Licenses/Other Requirements:
Required to successfully pass a pre-employment background check and pre-employment drug screen.
Knowledge, Skills, Abilities and Other Characteristics: Job Knowledge
Basic knowledge and understanding of the programs, activities, and standard administrative processes of the Office.
Knowledge of interviewing techniques and skill in interviewing and eliciting needed information from clients.
Knowledge of Microsoft applications and the ability to work with electronic case files and databases.
Reading
Intermediate: ability to read and understand written materials such as newspapers, magazines, journals, multi-step instruction manuals, and reference materials.
Writing
Intermediate: ability to write reports, prepare materials such as business letters, explanations, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
Math
Basic: ability to perform the four basic arithmetic operations of addition, subtraction, multiplication, division.
