You’ll be responsible for:
- Supporting the City Council’s Mission and Vision: Working with the CMT, the Deputy City Manager will provide organizational leadership through collaboration, teamwork, and active involvement in the management of city government.
- Navigating the Organizational Seas: Provide expert advice on administrative matters, ensuring Team RC understands not just the how, but the why behind administrative policies and procedures.
- Head Coach of the Administrative Workgroup: Directly oversee the Finance, Human Resources, and Innovation and Technology departments—the heartbeat of our City’s operations.
- Ensuring Financial Stability and Sustainability: Orchestrate and support the Finance Department’s budgeting, accounting, procurement, and treasury services.
- Growing an Engaged Workforce: Lead and support the Human Resources’ recruitment, retention, benefit & risk management programs, along with organizational labor relations.
- Trailblazing New Technology and Systems: Architect and support the information technology, geographic information systems, and cybersecurity programs in the Department of Innovation and Technology.
- Community Detective: Analyze reports, studies, bids, contracts, and similar items; direct high-profile community studies, regional programs, and surveys.
- Policy Pioneer: Shape decisions through research and policy recommendations for balancing resources and programs to ensure a resilient city.
- Mentoring Managers and Executives: Guide and develop employees’ ongoing professional growth.
- Leading Leaders: Empower, encourage, and engage with executives and managers to strategically realize the City Council's vision.

Education and/or Experience:
Graduation from an accredited college or university with a Bachelor's degree in public or business administration, accounting, or a related field. Eight years of managerial experience involving a broad range of progressively responsible administrative experience in the planning, organization, coordination, and direction of varied municipal activities, at least a portion of which involves municipal finance and budgeting, personnel and labor relations, human resources and risk management, information technology or GIS or closely related work, or any combination of training and experience that provides the desired knowledge and abilities. ICMA Credentialed Manager certification and Master's degree from an accredited college or university with major course work in public administration, business administration, or related field is highly desirable.
Knowledge, Skills, and Abilities:
Knowledge of municipal management theory and practice; full service municipal organization and finance; laws, regulations and reporting requirements pertaining to municipal finance, human resources, and risk management; treasury management and municipal budgeting processes; principles and practices of supervision; techniques of maintaining effective Council/staff and public/staff relations. Ability to plan, direct, and coordinate municipal and department activities; analyze unusual situations and resolve them through application of best management principles and practices; make prudent decisions regarding fund investment, revenue and expenditure forecasts, cash flow requirements, financial and statistical reports; develop comprehensive plans to meet future City needs/services; deal with sensitive public and private situations requiring tact and diplomacy and develop effective resolutions for situations that may involve conflict; analyze and solve administrative, managerial, financial and organizational problems, utilizing skills in interpreting and applying laws, regulations, ordinances, policies, politics and practical common-sense; develop new policies, procedures and programs which may have a City-wide impact; communicate effectively both orally and in writing; establish and maintain cooperative working relationships; supervise assigned staff including a variety of subordinate managers who may work in varied municipal programs and services; prepare and present reports both orally and in writing to internal staff, elected and or appointed officials, outside agencies and advisory bodies, or the public; conduct and manage community and/or public meetings as an official representative of the City.
Ability to assess City needs in the context of long-range development and financial plans; consider and prioritize effective use of City resources and delivery of services; develop departmental goals, objectives, and performance measures; exercise effective judgment in policy, personnel, and budgetary matters and adopt appropriate actions that consider the needs and interests of affected parties and long-term impacts upon the City; plan, direct, and coordinate City-wide projects; lead, coach, and guide management personnel and maintain effective relationships with staff, the City Council, contractors, consultants, vendors, and other public officials; organize projects and assignments; prepare comprehensive reports; articulate policies and procedures and address issues with clarity and diplomacy involving the City Council, various commissions, and concerned citizens and community groups; analyze and solve administrative, financial and organizational problems; analyze, interpret, and apply laws, regulations, ordinances and policies; oversee the selection, training, evaluation, and disciplining of interdepartmental staff and resolution of interpersonal conflicts; make effective oral and written presentations; maintain confidentiality of sensitive personnel information; operate computer hardware and utilize word processing, spreadsheet, and graphics presentation software; work independently.
A valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy. Ability to work extended hours.
