Definition of Responsibility This position includes working closely with the Senior Employment and Housing Manager to manage all aspects of the Senior Assisted Living Subsidy (SALS)Program.
The program is available for low and moderate-income seniors age 62 and older. The Senior Assisted Living Subsidy (SALS) Program provides subsidies to eligible residents of Assisted Living Facilities (ALFs) that are under contract with Baltimore County Department of Aging (BCDA). The subsidies are paid from State funds on behalf of eligible residents who are unable to afford the cost of assisted living and might otherwise be in nursing facilities.
The subsidy supports the cost of services including meals, personal care and 24-hour supervision.
A list of eligible applicants will be established based on the examination as outlined below.

Examples of Duties
Job Purpose Under general supervision, serves as the Housing Specialist for the Senior Assisted Living Subsidy (SALS) Program as outlined by the Maryland Department of Aging (MDoA) and in Code of Maryland Regulations (COMAR 32.03.03) for the Baltimore County Department of Aging (BCDA).
Essential Job Duties
Administration of service agreements and contracts between Assisted Living Facilities (ALFs) and BCDA for the SALS Program
Conducting initial and quarterly assessments with SALS clients and ALFs providers
Review and approve new subsidy applications and annual renewals/re-certifications
Work with BCDA Fiscal Staff and supervisor to monitor and approve monthly subsidy payments, ensuring program stays within budget based on grant allocation from the Maryland Department of Aging (MDoA)
Maintain positive relationships with ALFs under contract with BCDA and work to add new contract agreements
Monitor resident agreements and the safe operation of the ALFs per SALS Program regulations
Assist the Senior Employment and Housing Manager with planning, coordinating, and implementation of programs and services to expand the SALS program for the benefit of SALS participants
Assist with other day-to-day operations of SALS Program, including referrals to other BCDA programs or outside agencies in response to participant needs
Responsible for maintaining consumer records and information in BCDA database
Prepare reports and correspondence regarding program activities and attend county and state meetings as needed or required
Examples of Other Duties
Responds to emergency or other situations at ALFs when necessary and maintain communication with BCDA Nursing Home Ombudsman Program, Maryland Department of Health’s Office of Health Care Quality, Baltimore County Fire and/or Police Departments, or other agencies as appropriate, to maintain resident’s safety.
Maintain reports related to the resident’s care including Incident and Accident reports, change of Service Plans, hospital discharge plans, etc. to meet grant requirements. Work closely with the Senior Employment and Housing Manager to maintain and prioritize SALS Program waiting list.
Performs other related duties as required.

Qualifications
Training and Experience Graduation from an accredited college or university with a bachelor's degree in gerontology, recreation, education, health, business administration, public administration, marketing, public relations, nursing specialty, accounting, or a social or behavioral science.
Experience providing services to older adults may be substituted on a year-for-year basis up to a maximum of four years for the required education.
Knowledge, Skills, and Abilities (Entry Level)
Knowledge of long-term care needs of older adults.
Ability to assess the needs of and work effectively with older adults.
Skills in grant and program management.
Skills in collaborating with community partners and ability to engage with aging stakeholders and ALF Providers.
Ability to learn County and Departmental rules, regulations, policies, and procedures.
Ability to learn, understand and implement state regulations and grant requirements.

Persons appointed to this classification must satisfactorily complete County sponsored CPR and First Aid training. These positions must maintain certification throughout employment.
Physical and Environmental Conditions The work of this classification entails frequent walking, standing, and other limited physical activity including travel between work sites.
