Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the supervision of the Associate Director of Contracts & Procurement, this position oversees the procurement process and annual awards to fund programs serving the homeless in Los Angeles City and County. Additionally, this role is responsible for leading a team of Contract professionals and Supervisors in drafting, preparing, processing, and tracking contracts and amendments with its investors or sub recipients. oversee and manage contracts and grants. This position works closely with City & County offices, Executive teams, and direct services agencies to, among other things: manage the competitive procurement of housing and homeless services; coordinate the development of various procurement solicitation documents including Request for Statements of Qualification (RFSQ), Requests for Proposals (RFP), and Request for Bids (RFB); manage contracts and grants; coordinate the objective review and scoring of proposal submissions, and finalize award recommendations.
Essential Job Functions
In collaboration with the Department Director, Associate Director, and Executive Management. Lead procurement, contracting and grants professionals in the development of streamlined procurement, contracting, grants and purchasing policies, procedures and processes aligned with LAHSA’s strategic plan and funding priorities.
Lead team in the training and implementation of contracting, procurement and grant management policies and procedures.
Ensure that the LAHSA priorities of racial equity, inclusion and diversity are incorporated as required core values in all procurement practices and procedures.
Work collaboratively with internal and external stakeholders to implement systems change efforts to end and prevent homelessness for individuals, families and youth experiencing homelessness or at risk of experiencing homelessness in Los Angeles County.
Lead the team in the development, release, and coordination of Requests for Information (RFI) to establish cost reasonableness for funded homeless housing and services programs.
Develop revised Funding Distribution Policies and Procedures, as needed.
Lead the administration, management, research, analysis and process of grants and grant opportunities for LAHSA.
Draft, negotiate, manage, process, and administer LAHSA contracts and supervise such activities.
Review and made determination on RFPs, as well as appeals to RFP awards.
Collaborate with LAHSA counsel to create contract boilerplates for agreements and amendments between LAHSA and its investors and its subrecipients.
Research regulations governing funds received from Federal, State, and local government to prepare contracts for LAHSA and its investors and its subrecipients.
Lead the administration, management, research, analysis, and process of funding opportunities for LAHSA.
Draft, negotiate, manage, process, and administer LAHSA contracts and supervise such activities.
Oversee the development, management, and documentation of the Request for Statement of Qualifications (RFSQ) process through which LAHSA certifies nonprofit agencies as qualified bidders for funding opportunities.
Ensure Housing First, Harm Reduction and Trauma-Informed policies and practices as minimum standards for all LAHSA grantees.
Lead the team in designing and managing the evaluation process and award selection for housing and homeless services subrecipients to ensure high-impact investments to improve existing systems of care.
Oversee the planning and facilitation of Proposers’ Conferences as technical assistance forums for prospective proposers.
Develop and provide technical assistance materials related to LAHSA’s procurement processes and provide support to housing and homeless service providers throughout the County of Los Angeles.
Lead the team in presenting RFP releases, funding recommendation and funding reports, to LAHSA Committees and to the LAHSA Board of Commissioners.
Work collaboratively with other LAHSA departments / divisions to track and respond to funding opportunities for LAHSA.
Develop process(es), as needed, to ensure the seamless transition from the end of the procurement phase to the beginning of contract development.

Community Engagement and Collaboration
Provide technical support to provider agencies in the contracting and procurement processes.
Host applicant information meetings/ Q&A sessions related to active procurements.
May attend national conferences on homelessness.
Team Leadership
Create and support a teamwork environment requiring dignity, respect, and collaboration among all team members.
Support the professional development of direct reports.
Research and promote relevant staff training for team members.
Oversee contracts and procurement staff to ensure goals and milestones (key performance indicators) are reached.
Knowledge, Skills & Abilities

Homeless funding regulations, requirements, and procedures.
Knowledge of rules, regulations, and best practices in all aspects of procurement.
Program development and implementation processes.
Serve as a team leader with a collaborative, straightforward approach to funding allocation.

Review documents for completeness, accuracy, authorization, and regulatory and procedural compliance.
Analyze funding, program development problems, and recommend solutions.

Write and present reports.
Maintain accurate records and files.
Work independently and exercise initiative and sound judgment.
Intermediate and advanced level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook), Microsoft Project Management software and the internet.
The ideal candidate will have a broad understanding of the procurement, contracting and award of City, County, and Federal dollars that are used to fund programs for individuals and families experiencing homelessness in the City and County of Los Angeles.

Schedule
The Chief Executive Officer or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA's business needs.
