The City of Richmond's Department of Parks, Recreation, and Community Facilities is seeking a qualified Program and Operations Manager to support Senior Leadership with the development, implementation and execution of policies, procedures and industry best practices that will successfully promote the mission and vision of the City of Richmond. This position will assist with the day-to-day operations of the Division of Park Operations and Cemeteries and will report to the Deputy Director of Parks.

The incumbent will provide skilled administrative and operational support requiring independent initiative in the areas of leadership, effective communication, data analysis and entry, document and report preparation, and community engagement.

• Ability to effectively perform in community outreach, engagement and recruitment, especially in underserved and Latino communities
• Overseeing the development and implementation of essential policies and procedures across the division and ensuring adherence to established industry standards
• Assisting with budget preparation, management, and payroll
• Performing various administrative procedures such as managing files and records, and designing forms and spreadsheets for divisional use
• Working with other City agencies, vendors, and contractors to ensure successful coordination of projects and events
• Establishing strategies, plans and objectives to assist the division by setting measurable outcomes and aligning tasks & timetables for achieving intermediate and overall goals
• Tracking and presenting status updates on Divisional goals and performance metrics
• Staff supervision and conducting performance evaluations
• Regularly providing assessments on risks, challenges, changes, or opportunities in Divisional strategies and/or priorities
• Ability to conduct research identifying industry trends and issues, and making strong recommendations for adaptation and implementation
• Ability to work and communicate well with diverse groups of people
• Successful project & special event coordination and management
• Developing and implementing strategies to incorporate a focus on operational and staff performance excellence
• Determining key performance indicators for measuring the progress and overall success of Divisional goals and objectives
• Demonstrated abilities to make decisions, multi-task, problem solve, and to manage multiple priorities and deadlines

Minimum Training and Experience:

• Bachelor’s degree in Public Administration, Business, Education, or related field
• Five years of professional experience in area related to assignment, such as program/project management, parks and/or civic work experience, or policy/fiscal management
• An equivalent combination of training and experience (as approved by the department) may be used to meet minimum qualifications of the classification

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently finger; and occasionally climb, balance, stoop, kneel, crouch, reach, stand, walk, list, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
