Job Summary
Responsible for managing the work activities of a group of engineers and project estimators involved in the development of transmission line substation and telecom project scopes and cost estimates throughout a project's life cycle. Activities include interfacing with internal and external planning, engineering and project managers to develop and maintain conceptual, functional and detailed project scopes. Activities also include developing and maintaining cost estimating processes, practices and guidelines; supporting updating cost estimation systems; and supporting analysis of actual project cost vs. project estimates as a means of keeping the cost estimating database current. These activities will be executed in a manner that ensures application of technically and economically appropriate solutions to transmission line, station and telecom improvements in accordance with corporate and with due consideration to employee and public safety, system reliability, ease of operation, and timely project completion within budgets.
Job Description
ESSENTIAL JOB FUNCTIONS:
1.) Plan, organize, direct and supervise engineers/estimators in the activities involved in the development of project estimates, and maintaining data in the iTWO estimating database.
2.) Manage the preparation of all projects including mega and joint venture project estimates in cooperation with Planning, Project and Construction Management.
3.) Provide accurate scoping and estimating that will allow AEP to successfully bid on competitive projects.
4.) Initiate and facilitate meetings with various stakeholders both internal and external associated with project scoping, estimating, project lifecycle and project bids.
5.) Develop and periodically update project estimates to reflect changes in equipment and labor costs, scope changes, etc.
6.) Develop estimate documents for substation line and telecom work projects, showing project costs, man-hours and cost per man-hour/mile.
7.) Develop project detail of estimates for accuracy and completeness prior to routing CI/CPP for management approval. Recommend an overall CI/CPP project contingency.
8.) Assist Engineering and Project Managers in updating project close-out.
9.) Responsible for construction estimates from drawings and bill of material takeoffs.
10.) Ensure the most recent cost data is included in the estimating tools.
11.) Ensure that all work activities are performed in accordance with the policies, practices, standards, and rules of the company and regulations and procedures as required by federal, state or local regulating agencies.
12.) Promote and enforce corporate safety and health practices and programs. Contribute to safety investigations as required.
MINIMUM REQUIREMENTS:
Education requirements are listed below: Bachelor's degree in Engineering, Construction Management, Project Management or related field of study. Professional Engineer license, PMP or MBA is preferred.
Work Experience requirement listed below: A minimum of 8 years' of engineering, construction management or project management experience with strong knowledge and experience related to power system design, operation or construction. Four to Six years' experience in station, line, planning or equivalent engineering and/or estimating experience. Should have at least three years' of supervisory experience in an engineering or construction environment.
Required License(s)/Certification(s) are listed below: Professional Engineer license, PMP or MBA is preferred.

This position is responsible for estimating projects with a total value of $3 - $4.5 Billion Dollars annually. Work requires minimum supervision, exercise of considerable initiative, independent judgement, discretion, the supervision of staff, and strict adherence to AEP’s core values. Accuracy of original and revised scope change and subsequent cost estimation is crucial to the successful execution of the Energy Delivery Project Portfolio.
Major enabling competencies for this position are Adaptability/Flexibility, Planning and Organizing, Teamwork/Collaboration, Communication and Initiative. Demonstrated leadership ability to effectively supervise and direct the work of assigned personnel and the ability to effectively and professionally deal with co-workers and customers is required. Strong interpersonal skills, written and oral communication skills, organization skills and computer skills are essential.
